21. Bearing in mind the enrichment of a society through the development of genuine and independent civil society, expresses its deep concern at the deteriorating state of human rights, including the rights of freedom of expression, association and assembly and the rights of LGBTI people, and the rule of law in Russia and in Crimea following its illegal annexation; strongly condemns the government's continued crackdown on dissent by targeting independent NGOs through the so-called "foreign agents law" and the persistent and multiform repression of activists, political opponents and critics of the regime; draws particular attention to the assassinations of Anna Politkovskaya, Natalya Estemirova, Boris Nemtsov, Sergey Magnitsky, Alexander Litvinenko and others; demands that all assassinations of political activists, journalists and whistleblowers be investigated properly and independently, that those responsible be brought to justice as a sign of the uncompromising fight against impunity, and that targeted restrictive measures be considered if the investigations carried out are not in line with international standards; reiterates its call on the Council to deliver on its commitment to defend these principles, and to adopt, upon a proposal which should be submitted without delay by the VP/HR, restrictive measures for the officials involved in the well-documented Magnitsky case; underlines that the obligation for Russia to comply with human rights and the rule of law standards proceeds directly from its membership of the UN, the Council of Europe and the OSCE;

2. The content of the Report has been drawn from a number of sources, notably: the independent evaluation undertaken by ECOTEC Research and Consulting Limited, who were appointed after an open Call for Tender [3] and whose report was submitted to the European Commission in September 2002 [4]; national evaluation reports (where available) and the evaluation report produced by the Council of Europe; policy documents produced by national and regional authorities and by NGOs published during, or as a result of, the Year; the final report submitted by EurOM, who were appointed to supply communications and production services after an open invitation to tender [5] and the final reports of co-financed projects.

5. Strongly denounces the judicial decision of 4 June 2013 by the Cairo Criminal Court to sentence 43 Egyptian and foreign NGO workers to jail, to close the local branches of the five foreign NGOs concerned and to confiscate their assets; considers that this politically motivated sentence, which criminalises the legitimate work of foreign organisations in Egypt, is an unacceptable attack on freedom of association and expression and constitutes a serious blow to international and EU efforts to support Egypt in its political transition; urges the Egyptian authorities to put an immediate end to all the forms of harassment and intimidation to which independent NGOs are subjected in the country and, especially, to drop all criminal charges against NGO workers;

32. accueille favorablement le maintien de la participation des ONG œuvrant en faveur des droits de l'homme aux débats, et espère que cette participation sera améliorée et renforcée à l'avenir; réitère son appel en vue d'une réforme du comité des Nations unies chargé des ONG, afin de garantir la participation effective des ONG indépendantes, et insiste pour que les recommandations d'accréditation soient rédigées par des experts indépendants sur la base des travaux et des contributions des ONG;

Welcomes the retention of the practice of the participation of human rights NGOs in the debates and hopes that this participation will be improved and strengthened in the future; reiterates its call for a reform of the UN Committee on NGOs, so as to ensure the effective participation of independent NGOs, and points out that recommendations for accreditation must be made by independent experts on the basis of the work and contributions of NGOs;
