For Mediterranean partners, assistance and cooperation should take place within the framework of the Euro-Mediterranean Partnership established by the Barcelona Declaration of 28 November 1995 and affirmed at the 10th anniversary Euro-Mediterranean Summit of 28 November 2005, and should take into account the agreement reached in that context on establishing a free-trade area for goods by 2010 and beginning a process of asymmetric liberalisation.

29. considère que les propositions du Conseil européen de Barcelone des 15 et 16 mars 2002 et la décision du Conseil ECOFIN ne sont pas en contradiction avec la perspective de créer une Banque euro-mediterranéenne de développement; considère comme un premier pas positif la décision de créer un mécanisme d'investissement euro-méditerranéen renforcé au sein de la BEI ainsi qu'un bureau de la BEI dans la région , et estime que cette décision peut favoriser dans l'immédiat un flux d'investissements; estime que le Parlement européen doit émettre un avis sur cette question, et invite la Commission à présenter rapidement une nouvelle communication spécifique examinant les besoins financiers, les flux de financement existants et la structure financière institutionnelle la plus appropriée;
29. Considers that the proposals by the European Council in Barcelona of 15 and 16 March 2002 and the decision of the Ecofin Council do not run counter to the prospect of setting up a Euro-Mediterranean development bank at a later stage; considers the decision to introduce an enhanced Euro-Mediterranean investment mechanism within the EIB and set up an EIB office in the region to be an initial positive step in this direction, capable of encouraging investment flows in the near future; takes the view that the European Parliament should give its position on this matter; with this in view, calls on the Commission to submit a new, specific communication in the near future covering financial needs, existing financing flows and the most appropriate institutional financial machinery;

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.
