It is stated in Article 30(4) of the new Regulation 1260/99 on the Structural Funds that ‘the Member States shall ensure that an operation retains this contribution from the Funds only if that operation does not within five years of the decision of the competent national authorities on the managing authority on the contribution of the Funds, undergo a substantial modification . resulting from . a cessation or change of location in a productive activity’.
