17. réaffirme que, conformément à l'article 218, paragraphe 6, du traité FUE, l'avis/consentement du Parlement européen est requis pour tous les accords internationaux, y compris ceux portant principalement sur la PESC, mais à l'exclusion de tous ceux portant exclusivement sur la PESC; souligne que conformément à l'article 218, paragraphe 10, du traité FUE, une information complète doit être fournie au Parlement européen au stade initial, pendant la négociation, et au stade final de la procédure aboutissant à la conclusion d'accords internationaux; attend de la vice-présidente/haute représentante qu'elle fournisse toute l'information nécessaire sur les négociations tout au long de la procédure, y compris les lignes directrices et les projets de textes de négociation, et rappelle que dans la déclaration sur la responsabilité politique, la vice-présidente/haute représentante s'est engagée à appliquer les dispositions de l'accord-cadre sur les accords internationaux en ce qui concerne les documents confidentiels de la PESC; demande que soit établie une méthode de travail efficace conciliant le respect des prérogatives du Parlement et le niveau de confidentialité nécessaire; estime qu'un accord global associant toutes les institutions et couvrant l'ensemble des organes de l'Union s'impose pour réglementer l'accès des députés au Parlement européen aux documents confidentiels;
17. Reiterates its position that, in accordance with Article 218(6) of the TFEU, the opinion/consent of the European Parliament is required for all international agreements, including those related mainly to CFSP, with the sole exception of those related exclusively to CFSP: in accordance with Article 218(10) of the TFEU, full information must be provided to Parliament at the initial, negotiating and final stages of the procedure leading to the conclusion of international agreements; expects the VP/HR to provide all relevant information about the negotiations throughout the procedure, including negotiating directives and draft negotiating texts, and recalls that in the declaration on political accountability the VP/HR committed herself to applying the provisions of the Framework Agreement on international agreements with regard to confidential CFSP documents; calls for the establishment of an efficient modus operandi that combines respect for Parliament's prerogatives with the necessary degree of confidentiality; believes that a comprehensive agreement involving all the institutions and covering all EU bodies is required in order to regulate access to confidential documents by Members of Parliament;

Believes that the EU delegation plays an important role in the climate change negotiations, and therefore finds it unacceptable that the members of the European Parliament contingent in that delegation were unable to attend the EU coordination meetings at the previous Conference of the Parties; as stipulated in the Framework Agreement concluded between the Commission and the European Parliament in May 2005, and renegotiated in 2009, where the Commission represents the European Community, it must, at Parliament's request, facilitate the inclusion of Members of Parliament as observers in Community delegations negotiating multilateral agreements; recalls that, pursuant to the Lisbon Treaty (Article 218 TFEU), the European Parliament must give its consent to agreements between the Union and third countries or international organisations; expects at least the chairs of the European Parliament delegation to be allowed to attend EU coordination meetings in Cancun;
