In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

Deficiencies in, or the collapse of, asylum systems, often aggravated or contributed to by particular pressures on them, can jeopardise the smooth functioning of the system put in place under this Regulation, which could lead to a risk of a violation of the rights of applicants as set out in the Union asylum acquis and the Charter of Fundamental Rights of the European Union, other international human rights and refugee rights.

Each operator of a stationary installation which received a free allocation or an entitlement to use international credits in the period from 2008 to 2012 shall be entitled to use international credits during the period 2008 to 2020 up to the amount allowed in the period from 2008 to 2012, or to an amount corresponding to a maximum of 11 % of its allocation in the period from 2008 to 2012, whichever is the higher.

2. Tout exploitant d’une installation fixe qui n’a reçu ni allocation à titre gratuit, ni autorisation d’utiliser des crédits internationaux au cours de la période 2008-2012 et, par dérogation au paragraphe 1, tout exploitant d’une installation fixe au sens de l’article 3, point h), premier et deuxième tirets, de la directive 2003/87/CE, est en droit d’utiliser des crédits internationaux au cours de la période 2008-2020, jusqu’à concurrence de 4,5 % de ses émissions vérifiées pour la période 2013-2020.
2. Each operator of a stationary installation which received neither a free allocation nor an entitlement to use international credits in the period from 2008 to 2012 and, by derogation from paragraph 1, each operator of a stationary installation within the meaning of the first two indents of Article 3(h) of Directive 2003/87/EC shall be entitled to use international credits in the period from 2008 to 2020 up to a maximum of 4,5 % of its verified emissions in the period from 2013 to 2020.

(7) Les États membres conservent la faculté d'accorder aux groupements internationaux exploitant des services internationaux et aux entreprises ferroviaires exploitant des services de fret internationaux dans le cadre du Réseau transeuropéen de fret ferroviaire des droits d'accès plus étendus que l'accès accordé aux entreprises ferroviaires exploitant des services de transports internationaux combinés, l'utilisation de ces droits d'accès plus étendus pouvant être limitée aux entreprises ferroviaires qui sont titulaires d'une licence dans les États membres où des droits d'accès d'une nature similaire sont accordés, pour autant que cette limitation soit compatible avec le traité.
(7) Member States remain free to grant access rights that are more extensive than access for railway undertakings operating international combined transport to international groupings operating international services and to railway undertakings operating international freight services within the Trans-European Rail Freight Network. The use of these more extensive access rights may be limited to railway undertakings licensed in Member States where access rights of a similar nature are granted, provided that this limitation is compatible with the Treaty.

(19) considérant que les contrats internationaux de coproduction existants doivent être interprétés à la lumière de l'objectif et de la portée économiques envisagés par les parties lors de la signature; que, par le passé, les contrats internationaux de coproduction n'ont souvent pas prévu de manière expresse et spécifique la communication au public par satellite au sens de la présente directive comme forme particulière d'exploitation; que la conception de base sous-jacente à de nombreux contrats internationaux de coproduction existants est que les droits sur la coproduction sont exercés séparément et indépendamment par chacun des coproducteurs, par la répartition entre eux des droits d'exploitation sur une base territoriale; que, en règle générale, dans le cas où une communication au public par satellite autorisée par un coproducteur affecterait la valeur des droits d'exploitation d'un autre coproducteur, l'interprétation d'un tel contrat existant serait logiquement que ce dernier coproducteur devrait avaliser l'autorisation par le premier coproducteur de la communication au public par satellite; que l'exclusivité linguistique de ce dernier coproducteur sera affectée lorsque la ou les versions linguistiques de la communication au public par satellite, y compris le doublage ou le sous-titrage, coïncident avec la ou les langues largement comprises sur le territoire attribué par contrat à ce dernier coproducteur; que la notion d'exclusivité devrait être entendue dans un sens plus large lorsque la communication au public par satellite porte sur une oeuvre consistant seulement en images sans dialogue ni sous-titres; qu'une règle claire est nécessaire pour les cas où le contrat international de coproduction ne fixe pas expressément le partage des droits en matière de communication au public par satellite au sens de la présente directive;
(19) Whereas existing international co-production agreements must be interpreted in the light of the economic purpose and scope envisaged by the parties upon signature; whereas in the past international co-production agreements have often not expressly and specifically addressed communication to the public by satellite within the meaning of this Directive a particular form of exploitation; whereas the underlying philosophy of many existing international co-production agreements is that the rights in the co-production are exercised separately and independently by each co-producer, by dividing the exploitation rights between them along territorial lines; whereas, as a general rule, in the situation where a communication to the public by satellite authorized by one co-producer would prejudice the value of the exploitation rights of another co-producer, the interpretation of such an existing agreement would normally suggest that the latter co-producer would have to give his consent to the authorization, by the former co-producer, of the communication to the public by satellite; whereas the language exclusivity of the latter co-producer will be prejudiced where the language version or versions of the communication to the public, including where the version is dubbed or subtitled, coincide(s) with the language or the languages widely understood in the territory allotted by the agreement to the latter co-producer; whereas the notion of exclusivity should be understood in a wider sense where the communication to the public by satellite concerns a work which consists merely of images and contains no dialogue or subtitles; whereas a clear rule is necessary in cases where the international co-production agreement does not expressly regulate the division of rights in the specific case of communication to the public by satellite within the meaning of this Directive;
