I think that there are always exceptions to that. When it comes to extreme violence, as was the situation in the Vincent Li case, I think there's an obligation on all of us, weighing a lot of factors, to examine very closely the circumstances in which we can, to the greatest extent possible, avoid a recurrence of that type of violence.
