Ireland is taking part in this [instrument] in accordance with Article 5(1) of Protocol No 19 on the Schengen acquis integrated into the framework of the European Union, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and Article 6(2) of Council Decision 2002/192/EC of 28 February 2002 concerning Ireland's request to take part in some of the provisions of the Schengen acquis*.

This [INSTRUMENT] constitutes a development of the provisions of the Schengen acquis in which Ireland does not take part, in accordance with Council Decision 2002/192/EC of 28 February 2002 concerning Ireland's request to take part in some of the provisions of the Schengen acquis*. Ireland is therefore not taking part in its adoption and is not bound by it or subject to its application.

F. whereas in February around 10 000 people staged protests in favour of democracy and asking the release of the former president but these have been met with a harsh response by the authorities and whereas, according to the rights group, at least 140 peaceful protesters have been arrested since February, some of them were taken to the Criminal Court and they were released only under the unlawful condition of not participating to further demonstrations; whereas Maldivian authorities have failed to guarantee protesters the freedom to express their views peacefully by banning certain times and places for the protests;

Is concerned at the fact that, according to the UNICEF appeal of 7 February 2012 and to the report of 23 November 2011 of the Independent International Commission of Inquiry on Syria, almost 400 children have died since the beginning of the violence in Syria in March 2011, and almost 380 – some of them under the age of 14 – have been arbitrarily arrested and suffered torture and sexual violence during detention; strongly condemns all violations of human rights, including children's rights, committed by the Syrian military and security forces and calls on the Syrian Government to put an end to all violations of children's and other human rights;

L. considérant que des dizaines de milliers de réfugiés syriens ont cherché asile en Turquie depuis le mois de mars 2011; que le 7 février 2012, le Premier ministre turc, s'adressant à son groupe parlementaire, a déclaré que la Turquie contribuait à préparer, avec ses alliés occidentaux, une nouvelle initiative de soutien aux opposants au régime syrien; que la Turquie accueille sur son territoire un certain nombre d'opposants syriens, dont certains appartenant à l'Armée syrienne libre, recrutée essentiellement parmi des déserteurs des forces armées syriennes et dont l'objectif est de protéger la population des attaques des troupes syriennes régulières;
L. whereas tens of thousands of Syrian refugees have sought refuge in Turkey since March 2011; whereas on 7 February 2012 Turkish Prime Minister addressing to his parliamentary group said that Turkey is helping to prepare a new initiative with Western allies that support opponents of the Syrian regime; whereas Turkey is hosting a number of Syrian opposition leaders, including some from the Free Syrian Army, drawn mainly from defectors from the Syrian armed forces and aimed at protecting the population from Syrian troops’ attacks;
