Pat Martin (Winnipeg-Centre, NPD) demande à présenter le projet de loi C-250, Loi offrant aux exploitations agricoles familiales une protection contre les coûts de production Monsieur le Président, tout d'abord, ce projet de loi ne vise pas à assurer une protection en fonction des produits individuels, et ne constitue donc pas une subvention directe de la production.

He said: Mr. Speaker, at the outset let me say that this enactment would not provide for support on a product by product basis to farmers and, therefore, is not a direct product subsidy.

A supposer cette décision confirmée, la Communauté et ses Etats membres pourraient coopérer avec le Maroc dans les domaines suivants : - Assister les autorités marocaines dans l'élaboration d'une étude socio-économique de base sur la production et l'exportation des drogues au Maroc; - Proposer aux autorités marocaines une assistance technique en vue de la création d'un Observatoire des Drogues, qui permettrait aux autorités nationales de mieux asseoir leurs décisions et de mieux concevoir et contrôler la lutte contre la drogue; - Encourager le Maroc à élaborer et à mettre en oeuvre, en liaison avec le PNUCID, un Plan Directeur (Master Plan) couvrant tous les volets du phénomène (consommation, production, trafic, blanchiment); - Fournir, en cas de demande, un appui en équipement et en assistance technique aux administrations concernées; - Continuer à appuyer des efforts, privés et/ou publics, de prévention de l'abus de drogue dans la population marocaine, principalement dans les villes du Nord.
Assuming that such a commitment is confirmed, the Community and its Member States could cooperate with Morocco in the following areas: - assistance with the drafting of a basic social and economic report on Marocco's drugy production and exports; - technical assistance to set up a drugs monitoring unit to provide the government with better information; - preparation and implementation of a master plan covering all aspects of the problem (drug use, production, trafficking and money laundering) in cooperation with UNIDCP; - equipment and technical assistance as requested by the authorities concerned; - continued support for private and public sector projects to prevent drug abuse in Morocco, particularly in northern towns.

5.- Resolution sur le probleme de la drogue du Parlement europeen.- Suite a la presentation du rapport Stewart-Clark sur la drogue et a un debat en seance pleniere, le Parlement europeen a adoptele 9 octobre 1986 une resolution sur le probleme de la drogue qui demande au Conseil d'approuver un projet de resolution par laquelle celui-ci s'engage a mettre en oeuvre toute une serie d'actions pour lutter contre ce probleme a tous les niveaux, depuis la production et l'offre jusqu'a la demande et la consommation finale.

L'approche choisie par la Commission Vu ces circonstances et leurs implications décrites ci-dessus, je suis enclin à m'orienter vers la ligne d'action suivante : - Dans une première phase, la Commission poursuivra son approche politique et pragmatique : au lieu de se lancer maintenant dans des initiatives législatives et/ou judiciaires qui ne peuvent pas assurer du succès à bref délai et qui, par contre, pourraient s'avérer être contre-productives, elle a déjà pris et prendra encore un éventail d'initiatives politiques.
The approach chosen by the Commission In the light of those circumstances and of their implications, as described above, I tend to favour the following course of action: - Initially, the Commission would continue to follow a political and pragmatic approach: instead of embarking, at this stage, on legislation and/or legal procedures which carry no guarantee of success in the short term but which could well prove counterproductive, it has adopted and will continue to adopt a range of political measures.
