15. entend créer, dans les trois mois suivant l'adoption de la présente résolution, une commission spéciale sur la propagation des organisations criminelles agissant au niveau international, y compris les mafias, qui aura notamment pour mission d'approfondir la connaissance du phénomène et de ses impacts négatifs sur les plans social et économique à l'échelle de l'Union européenne, et qui se penchera, entre autres, sur la question du détournement des fonds publics de la part des organisations criminelles et des mafias et de leur infiltration dans le secteur public, ainsi que la contamination de l'économie légale et du système financier, ainsi que sur la définition d'une série de mesures législatives permettant de contrer cette menace tangible et reconnue qui pèse sur l'Union européenne et sur ses citoyens; demande donc à la Conférence des présidents de modifier la proposition, conformément à l'article 184 du règlement;
15. Intends to set up, within three months of the adoption of this resolution, a special committee on the dissemination of criminal organisations which operate across borders, including mafias, one of whose aims will be to investigate the extent of the phenomenon and the negative social and economic impact it has throughout the EU, including the issue of the misappropriation of public funds by criminal organisations and mafias and their infiltration into the public sector, as well as the contamination of the legal economy and financial system, while another aim will be to identify a range of legislative measures in order to address this tangible and acknowledged threat to the EU and its citizens; calls, therefore, on the Conference of Presidents to put forward a proposal under Rule 184 of the Rules of Procedure;

37. Stresses therefore that this level of payments is a bare minimum and complies fully with realistic budgeting, taking due account of the general payment profile over the period, the Member States' available forecast in respect of payment claims to be sent to the Commission, and the need to fill the gap between commitments and payments; underlines the fact that these cash flows will also help accelerate the recovery of the European economy and contribute to the Europe 2020 strategy in the regions; will therefore strictly oppose any possible decrease in the level of payments compared to the one proposed by the Commission in its Draft Budget;

I am therefore asking for the Commission to explain, firstly, how it intends to ensure that Member States make good on their commitments to the educational goals in the 2020 strategy by ensuring that this area receives sufficient support and funding and is not forgotten amid the rush to balance the books in the light of the economic crisis and, secondly, how it intends to secure extra budgetary means for these important EU-level strategies and programmes.
