Les travailleurs des dix chantiers navals publics espagnols du groupe IZAR se mobilisent et organisent des grèves dans différentes villes espagnoles pour protester contre le plan industriel de restructuration élaboré par la société d'État des participations individuelles (SEPI), qui impliquent la séparation entre les chantiers militaires et les chantiers civils ainsi que la privatisation de ces derniers.
The workers at the ten publicly-owned Spanish shipyards grouped within the IZAR company are now undertaking numerous mobilisations and stoppages in various cities in Spain, in protest at the Industrial Viability Plan for the sector of the State Industrial Holding Company (SEPI), which would mean splitting off the military from the civilian shipyards and privatising the latter.

The Commission is aware that the consequences of this decision may be serious for the Spanish public shipyards, and its employees. However, the Commission has received numerous complaints from shipyards in other EU Member States, and even from Spanish competitors. Several of the complainants argue that job losses have already occurred in their companies as a result of suspected illegal state aid provided to the public Spanish shipyards over the last years.

Pour que ce mécanisme fonctionne convenablement et éviter qu'un chantier communautaire performant perde un marché au profit d'un chantier moins performant qui bénéficierait d'une aide d'un montant supérieur, les États membres devront notifier à la Commission tout projet d'octroi d'une aide supérieure à 6 % et prouver que l'aide correspond au minimum nécessaire pour maintenir le marché à l'intérieur de la Communauté.
In order for the mechanism to work properly and to avoid a situation where an efficient EU yard may loose the contract to a less efficient EU yard receiving a higher amount of aid, the Member States will have to notify to the Commission any proposal of aid above 6% and will have to prove that the aid is the minimum required to keep the contract within the EU.
