Réunis dans le cadre du Conseil «Éducation, jeunesse, culture et sport», les États membres sont parvenus à un accord informel le 20 novembre 2017, ce qui ouvre la voie à un accord final avec le Parlement européen.

9. souligne également l'importance d'entretenir des dialogues régionaux avec la Turquie et l'Iran; salue le récent accord conclu par l'E3+3 et l'Iran sur le programme nucléaire de ce dernier et espère qu'il se traduira par un accord final complet dans le délai imparti; invite la HR/VP et les États membres, si un accord final sur la question nucléaire est obtenu, à organiser des consultations approfondies avec l'Iran et à s'assurer, dans le même temps, du respect par ce dernier de ses engagements en matière de non-prolifération, dans l'attente d'une confirmation des instances internationales compétentes, notamment l'AIEA; prie instamment l'Union, à cette fin, de s'engager activement dans la promotion de mesures de confiance entre l'Iran et l'Arabie saoudite; insiste sur la nécessité de renforcer la coopération avec la Turquie dans la lutte contre le terrorisme; souligne que la Turquie, en tant que membre de l'OTAN, peut jouer un rôle de premier plan dans la lutte contre le groupe "État islamique" et pour la stabilisation de l'Iraq et de la Syrie; invite la Turquie à lever certaines ambiguïtés et à jouer pleinement son rôle de stabilisateur dans la région en reprenant le contrôle effectif de sa frontière avec la Syrie et en prenant une part plus active à la lutte contre le groupe "État islamique" en coopération avec l'Union;

Stresses equally the importance of regional dialogues with Turkey and Iran; welcomes the recent agreement reached by the EU3+3 and Iran on the latter's nuclear programme, and hopes to see it translated into a final comprehensive agreement by the agreed deadline; calls on the VP/HR and the Member States, in the event of a final agreement on the nuclear issue, to hold in-depth consultations with Iran and to ensure, at the same time, its commitment to non-proliferation until confirmation by the relevant international bodies, including the IAEA; to this end, urges the EU to actively engage in promoting confidence-building measures between Iran and Saudi Arabia; stresses the need to step up the counter-terrorism cooperation with Turkey; insists on the major role Turkey can play, as a member of NATO, in the fight against ISIL/Da’esh and in stabilising Iraq and Syria; calls on Turkey to clear away certain ambiguities and to play its full role as a stabilising force in the region by effectively controlling its border with Syria and by playing a more active part in combating Da’esh/ISIL in cooperation with the EU;

9. se félicite que le Conseil ait, en fin de compte, donné son accord pour la mobilisation de la marge pour imprévus en 2014, quoique pour un montant inférieur aux besoins; salue en outre le renforcement global des crédits de paiement dans le budget 2014, sur un certain nombre de lignes budgétaires, à concurrence de 4,2 milliards d'euros, dont 3 168,2 millions d'euros seront mobilisés au titre de la marge pour imprévus pour 2014, ainsi que le fait que les augmentations proposées dans le PBR n° 3/2014 en crédits de paiement pour la rubrique 1a et la rubrique 4 aient été largement préservés dans le compromis final; constate que ce renforcement porte surtout sur la sous-rubrique 1b, qui totalise actuellement le plus gros montant de factures impayées en fin d'exercice; rappelle que, dès sa lecture du budget 2014, le Parlement avait entrevu la nécessité d'une majoration des crédits de paiement (le montant prévu dans l'accord final était inférieur de 983 millions d'euros à celui demandé dans la position adoptée par le Parlement); demande au Conseil de mettre un terme à ses tentatives visant à réduire artificiellement le budget de l'Union chaque année;
9. Welcomes the fact that Council, in the end, agreed to the mobilisation of the Contingency Margin in 2014, even though to a lower amount than needed; welcomes furthermore the overall reinforcement of payments in the 2014 budget, on a number of budget lines up to a level of EUR 4,2 billion, of which EUR 3 168,2 million will be mobilised through the Contingency Margin for 2014, as well as the fact that the increases proposed in DAB No 3/2014 in payment appropriations for Heading 1a and Heading 4 have been largely preserved in the final compromise; notes that the reinforcements mainly target sub-heading 1b, where the bulk of the problem of unpaid bills at year-end currently lies; recalls that the Parliament, in its reading on the budget 2014, already envisaged the greater need for payment appropriations (the final agreement was EUR 983 million lower than the adopted Parliament position); calls on the Council not to try to artificially cut the Union budget every year;

22. relève que Chypre a présenté sa première demande d'assistance financière le 25 juin 2012, mais que des divergences de vues au sujet de la conditionnalité et le rejet, le 19 mars 2013, par le parlement chypriote du projet initial de programme qui comportait le renflouement des déposants assurés, au motif qu'il était contraire à l'esprit du droit européen en envisageant la décote des petits dépôts de moins de 100 000 EUR, ont retardé la conclusion de l'accord final sur le programme d'assistance de l'Union et du FMI jusqu'au 24 avril pour l'Union et jusqu'au 15 mai 2013 pour le FMI, et que la Chambre des représentants de Chypre a finalement approuvé l'accord le 30 avril 2013; observe que les différents membres de la troïka ont présenté initialement des propositions de programme concurrentes dans le cas de Chypre et souligne l'absence d'explications suffisantes quant à l'acceptation par la Commission européenne et les ministres des finances de l'Union de l'inclusion des déposants assurés; relève aussi, en le déplorant, que les autorités chypriotes ont fait part de difficultés à convaincre, durant le processus de négociation, les représentants de la troïka de leurs préoccupations et que le gouvernement chypriote aurait été contraint d'accepter l'instrument de recapitalisation interne des dépôts bancaires en raison du niveau particulièrement élevé du ratio dette privée/PIB; souligne que, si la Banque centrale de Chypre (BCC) et un comité ministériel ont été étroitement associés aux négociations et à la conception d'un programme d'assistance financière et que le gouverneur de la BCC a finalement cosigné le protocole d'accord avec le ministre des finances, il n'est pas moins vrai que le temps était extrêmement limité pour négocier de manière plus approfondie certains aspects précis du protocole d'accord;
22. Notes that Cyprus made its initial request for financial assistance on 25 June 2012, but that differences of positions as regards the conditionality, as well as the rejection by the Cypriot Parliament on 19 March 2013 of an initial draft programme which included bail-in of insured depositors on the grounds that it was contrary to the spirit of European law since it envisaged haircut of small deposits of less than EUR 100 000, delayed the final agreement on the EU-IMF assistance programme until 24 April (EU) and 15 May 2013 (IMF) respectively, with the Cypriot House of Representatives finally endorsing the agreement on 30 April 2013; notes that there were initial competing programme proposals in the case of Cyprus between different members of the Troika, and highlights the lack of sufficient explanation as to how the inclusion of insured depositors was signed off by the European Commission and EU finance ministers; furthermore, regrets the fact that the Cypriot authorities referred to difficulties in convincing the Troika representatives of their concerns during the negotiation process, as also the fact that the Cypriot Government was reportedly obliged to accept the bail-in instrument on bank deposits in view of the exceptionally high level of private debt in relation to GDP; points out that while the Central Bank of Cyprus (CBC) and a ministerial committee were heavily involved in the negotiation and design of the financial assistance programme and finally the Governor of the CBC co-signed the MoU with the Minister of Finance, it must be noted that there was extremely limited time for any further negotiation in detail of aspects of the MoU;
