383. Le Danemark a rapidement fait valoir qu'il ne pouvait pas soutenir cette demande de dérogation à la directive présentée par l'Autriche. Le Danemark estime en effet que le fait que de plus en plus de pays alpins demandent des dérogations peut être le signe d'une évolution regrettable qui aboutit à priver les instructeurs de ski des pays non alpins de la possibilité d'exercer leur profession dans les Alpes.
383. Denmark responded rapidly that it could not support Austria's request, considering that the increasing number of requests from Alpine countries might well be a sign of a regrettable tendency which could in the end deprive instructors from non-Alpine countries of the possibility of pursuing their profession in the Alps.

Le Conseil a chargé le Comité des Représentants permanents de poursuivre activement les travaux en la matière afin de lui permettre de prendre une décision en la matière dans les meilleurs délais (1) "Le Danemark regrette qu'il n'ait pas été possible d'arriver à un accord sur des conditions offrant au public un meilleur accès aux documents du Conseil et de la Commission.
The Council instructed the Permanent Representatives Committee to press ahead with the discussions so that it could take a decision on the subject as soon as possible.

La délégation finlandaise, appuyée en cela par le Danemark et la Suède, souscrit à l'objectif de réduction de la consommation de HCE dans la Communauté, mais elle a voté contre le mandat, en donnant l'explication suivante : "La Finlande, le Danemark et la Suède regrettent l'adoption de la décision du Conseil concernant le mandat de négociation et soulignent que cette décision ne doit pas constituer un précédent pour l'adoption à l'avenir de décisions du Conseil concernant la PARCOM".
Whilst supporting the aim of lower HCE consumption in the Community, the Finnish delegation, supported by Denmark and Sweden, voted against the mandate, making the following voting explanation: "Finland, Denmark and Sweden regret the adoption of the Council Decision on the negotiation mandate and emphasize that it must not constitute a precedent for future Council Decisions concerning PARCOM".
