While noting with satisfaction that the EU is on track to meet its 2020 target, expresses its concern at the large number of countries (Belgium, France, Luxembourg, Malta, the Netherlands, Spain and the United Kingdom) which, according to the Commission’s 2015 Renewable Progress Report 2014-2020 estimates, may have to strengthen their policies and tools to ensure they meet their 2020 objectives, while achievement thereof is also not certain in the case of Hungary and Poland; calls on Member States that are lagging behind to undertake additional measures to get back on track; welcomes the fact that some Member States have already met or will very shortly meet their 2020 targets, well ahead of time, such as Bulgaria, the Czech Republic, Denmark, Estonia, Croatia, Italy, Latvia, Lithuania, Austria, Romania, Finland and Sweden.

In the light of the results of that compliance assessment, the Commission considers the NIMs of Belgium, Bulgaria, Denmark, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden and the United Kingdom to be compatible with Directive 2003/87/EC and Decision 2011/278/EU.

Welcomes the Danish application; deplores, however, the fact that, despite several successful Danish mobilisations of the EGF under both the trade-related criteria and the crisis related criteria, Denmark is among the countries undermining the future of the EGF after 2013 and is blocking the extension of the crisis derogation; it is of concern, furthermore, that Denmark is applying for the mobilisation of the EGF fund on behalf of the Flextronics International Denmark, established by the Singapore-registered Flextronics International Ltd, which is moving its facilities to Asia;

3. fait observer que le traité Euratom fut d'application au Groenland pendant douze ans, depuis l'adhésion du Danemark en 1973 jusqu'à l'entrée en vigueur, le 1 janvier 1985, du traité modifiant les traités instituant les Communautés européennes en ce qui concerne le Groenland; estime toutefois que, puisque ce dernier traité n'a pas d'effet rétroactif, le Royaume de Danemark reste tenu d'honorer toute obligation juridique existante se rapportant à des faits survenus dans le territoire groenlandais avant le 1 janvier 1985 et est d'avis, de surcroît, que les suites de l'accident aérien de 1968 pour la santé de l'homme ne se cantonnent pas au Groenland puisqu'il est certain que de nombreux travailleurs, parmi lesquels des citoyens européens, ont déménagé depuis lors au Danemark;

Observes that the Euratom Treaty applied to Greenland for twelve years from Denmark's accession in 1973 to the entry into force on 1 January 1985 of the Treaty amending, with regard to Greenland, the Treaties establishing the European Communities; considers, however, that since the latter Treaty has no retroactive effect, the Kingdom of Denmark remains bound by any existing legal obligations relating to events having occurred on the territory of Greenland before 1 January 1985 and, furthermore, that the after-effects on human health of the 1968 crash are not confined to Greenland, as it is apparent that many of the workers, including European citizens, have since moved to mainland Denmark;

Le rapporteur estime acceptables les modifications négociées par le Danemark relatives à l'application des dispositions du règlement (CE) n°44/2001.

In August 2002 Denmark presented an initiative for a Council Framework Decision on confiscation of crime-related proceeds, instrumentalities and property [44] on the grounds that existing instruments had not sufficiently achieved effective cross-border cooperation with regard to confiscation as there are still a number of Member States which are unable to confiscate the proceeds from all offences punishable by deprivation of liberty for more than one year.
