85. se félicite de la communication de la Commission intitulée "Un engagement renouvelé en faveur de l'Europe sociale: renforcement de la méthode ouverte de coordination pour la protection sociale et l'inclusion sociale" (COM(2008)0418 ), qui propose de renforcer la méthode ouverte de coordination sociale en améliorant sa visibilité et ses méthodes de travail et en renforçant son interaction avec d'autres politiques; se félicite en particulier des propositions, faites par la Commission, de fixer des objectifs relatifs à la réduction de la pauvreté (en général, et de la pauvreté des enfants et des travailleurs et la pauvreté persistante de longue durée), à l'instauration d'un revenu minimum octroyé par le biais de pensions et à la qualité des soins de santé et l'accès à ceux-ci (pour réduire la mortalité infantile, améliorer l'état de santé et l'espérance de vie, etc.);

Welcomes the Commission's Communication 'A renewed commitment to Social Europe: Reinforcing the Open Method of Coordination for Social Protection and Social Inclusion' (COM(2008)0418 ), which proposes to strengthen the social OMC by improving its visibility and working methods and by strengthening its interaction with other policies; especially welcomes the Commission's proposals to set targets for the reduction of poverty (in general, child poverty, in-work poverty and persistent long-term poverty), for a minimum level of income provided through pensions and for access to and the quality of health care (reducing infant mortality, improving health and increasing life expectancy, etc.);

47. invite le Conseil européen et la Commission à établir un programme de réformes sociales ambitieux au niveau tant de l'Union européenne que des États membres; demande, d'autre part, aux institutions d'établir – conjointement avec le Parlement – un projet pour l'avenir de l'Europe sociale; souligne de ce fait que, pour renforcer la croissance et accroître les taux d'emploi et la qualité du travail, il convient de garantir les droits sociaux et la protection sociale, qui sont fermement ancrés dans la tradition européenne; souligne que, de cette façon, l'Europe sociale, accompagnée par d'ambitieuses réformes nationales, offrira une valeur ajoutée réelle aux travailleurs et aux citoyens en utilisant tous les instruments à sa disposition; pense que seul un marché intérieur dans lequel il existe un équilibre entre liberté économique et droits sociaux peut obtenir le soutien de ses citoyens;
47. Calls on the European Council and the Commission to set an ambitious social reform agenda both at EU and national level; moreover, calls on the institutions to draw up, together with Parliament, a vision for the future of social Europe; emphasises thus that, in order to strengthen growth and increase levels of employment and the quality of work, social rights and protection, which are firmly anchored in European tradition, must be ensured; stresses that Social Europe, together with ambitious national reforms, will offer, in this way, real added value for working people and citizens using all the tools at its disposal; believes that only an internal market which balances economic freedom with social rights can obtain the support of its citizens;

4. se félicite de ce que les valeurs, les principes et les objectifs de la Constitution représentent une assise solide pour une Europe sociale, promouvant notamment, dans le cadre d'une économie sociale de marché qui tend au plein emploi, la justice et la protection sociales, l'égalité entre les hommes et les femmes ainsi que la lutte contre l'exclusion sociale, la pauvreté et la discrimination;
4. Expresses its satisfaction that the values, principles and objectives of the Constitution provide a solid basis underpinning a Social Europe by including in particular, on the basis of a social market economy with full employment, the promotion of social justice and protection, equality between women and men and the combating of social exclusion, poverty and discrimination;

There was clearly no space at this summit for a social Europe; on the contrary, the summit demanded pay restraint and far-reaching reform of the labour market. In Ghent, social Europe was on the streets – in the demonstrations organised by the young and by the workers.
