[22] L’article 3 du protocole n° 1 prévoit le droit à des élections libres en imposant aux parties contractantes l’obligation de «s'engage[r] à organiser, à des intervalles raisonnables, des élections libres au scrutin secret, dans les conditions qui assurent la libre expression de l'opinion du peuple sur le choix du corps législatif».
