– (DE) Mr President, Commissioner Fischler, ladies and gentlemen, in the third report on economic and social cohesion, the right path has been chosen, leading to a reformed European cohesion policy with a new architecture and targeted interventions.

C’est pourquoi, afin d’endiguer et de résoudre le problème de l’exclusion sociale, des actions spécifiques, articulées autour des quatre objectifs de Nice parmi lesquels figure l’intervention en faveur des personnes vulnérables, des personnes handicapées, des personnes âgées non-autonomes, ont été proposées.
Therefore, in order to contain and resolve the issue of social exclusion, specific actions have been proposed based on the four specific Nice objectives, which include the action to help the vulnerable, people with disabilities and elderly people who are not self-sufficient.

- 2 - LES AXES DE DEVELOPPEMENT L'analyse de la situation actuelle de la région et de ses potentialités permet de définir une stratégie d'intervention articulée autour des axes suivants : a) moderniser le secteur agricole dans son ensemble dans une perspective d'aménagement du territoire (lutte contre l'érosion en particulier) et de fixation des populations (augmentation des revenus au travers d'une politique forestière dynamique, d'une modernisation des exploitations et du développement de la pluriactivité); b) protéger et valoriser l'environnement au travers du développement de formes diversifiées de tourisme; c) consolider le tissu artisano-industriel et encourager l'émergence l'activité de services permettant une meilleure articulation avec l'économie de la plaine.
- 2 - DEVELOPMENT PRIORITIES In the light of an analysis of the region and its potential a development strategy has been drawn up centring on the following development priorities: a) Modernizing the agricultural sector as a whole with a view to improved land use (measures to combat erosion in particular) and stabilization of the population (increasing incomes by modernizing farms and developing multiple job-holding). b) Protecting environmental resources and exploiting them more effectively through the development of a diversified tourist sector. c) Consolidating the craft trades and the industrial fabric of the IMP areas, and encouraging the emergence of services enabling them to gear themselves more to the economy of the lowland areas.

Les zones concernées sont celles intéressées par l'objectif 2 et appartiennent aux 17 régions suivantes : Picardie Champagne-Ardennes Haute-Normandie Basse-Normandie Bourgogne Nord-Pas-de-Calais Lorraine Franche-Comté Pays de la Loire Bretagne Poitou-Charentes Aquitaine Midi-Pyrénées Rhône-Alpes Auvergne Languedoc-Roussillon Provence-Alpes-Côte d'Azur L'intervention communautaire est articulée autour de quatre thèmes principaux : - sensibilisation à l'innovation et promotion technique; - mise en place de formations adaptées à l'introduction de l'innovation dans les entreprises; - soutien à la coopération entre les établissements d'enseignement et de recherche et les PME; - développement d'organismes de transfert de technologies et d'innovation.
The areas concerned are those covered by Objective 2 in the following 17 regions: Picardy Champagne-Ardennes Upper Normandy Lower Normandy Burgundy Nord-Pas-de-Calais Lorraine Franche-Comté Pays de la Loire Brittany Poitou-Charentes Aquitaine Midi-Pyrenees Rhône-Alps Auvergne Languedoc-Roussillon Provence-Alps-Côte d'Azur The Community scheme has four main aims: - increasing awareness of innovation and technology promotion; - implementation of training to accompany the introduction of innovation into the businesses; - support for cooperation between research and educational establishments and the small and medium-sized businesses; - development of bodies for the transfer of innovations and technology.

En outre, des compensations sont prevues sous forme de paiement direct (pour la suspension des quotas laitiers, et pour les restrictions sur le plan de l'intervention dans le secteur de la viande bovine. La Commission n'exclut pas de mettre en place d'autres mesures de differenciation et de compensation pour preserver le tissu rural dans certaines regions ou pour maintenir un avenir a la petite agriculture. Parallelement a l'amenagement des mecanismes de marches, la Communaute a etendu et renforce sa politique dans le domaine des structures : - par un premier train de mesures arrete en mars 1985, pour prendre en compte les modifications intervenues dans l'environnement economique; - par un second train de mesures socio-structurelles adopte en mars 1987, qui tient compte a la fois des difficultes de revenus que pouvaient rencontrer certains agriculteurs et la necessite d'eviter la production d'excedents. Ainsi la reforme de la politique structurelle s'est articulee autour de trois axes, afin de confirmer ainsi le role societal fondamental de la PAC : 1) contribuer au developpement des economies regionales marquees d'un retard structurel; 2) encourager le developpement rural en dehors des regions en retard de developpement; 3) stimuler l'adaptation des structures agricoles.
- 9 - Also, compensation is provided in the form of direct payments (for the suspension of the milk quotas and for restrictions as regards buying in of beef). The Commission does not rule out the introduction of other differentiation or compensation schemes to maintain the fabric of rural life in certain regions or to ensure the preservation of a proper future for small farmers. In line with the adjustment of market mechanisms, the Community has broadened and strengthened its policy as regards farm structures: - a first set of measures adopted in March 1985 covered the changes that had occurred in the economic environment; - a second set of socio-structural measures adopted in March 1987 was designed to accommodate both the difficulties as regards incomes certain farmers might have to contend with and the need to avoid the production of surpluses. Thus the reform of the structural policy has three main goals, with a view to underpinning the fundamental role the CAP has to play in society as a whole: 1. that of contributing to the development of the regional economies lagging, in terms of structures, behind the others; 2. that of encouraging rural development outside the backward regions; 3. that of stimulating the adaptation of agricultural structures.

The Commission is proposing, therefore, a comprehensive reform revolving around four guiding principles that are indissolubly linked to one another: - concentration on a limited number of objectives; - clarification of the Funds' tasks in connection with those objectives; - increase in the financial resources available; - rationalization of operating methods.
