Welcomes the seventh and eighth progress reports, as well as the strategic report 2013, and calls on the Commission – which is now launching the 2007-2013 ex-post evaluation – and the Member States to ensure that the monitoring and evaluation are based on reliable data, to look at the efficiency, effectiveness and impact of operations, and to ensure that the ex-post evaluation is completed by the end of 2015 as stipulated in the former General Regulation, in order for clear lessons to be drawn with a view to the implementation of the new programming period;

3. se réjouit de l'initiative de croissance, promue par la Commission et faite sienne par le Conseil européen, à cette condition qu'elle soit convertie en instrument de développement durable grâce à l'investissement dans les nouvelles technologies qui économisent l'énergie et dans le capital humain en tant que source principale de l'innovation; fait part de la préoccupation que lui inspirent l'importance accordée aux grandes infrastructures de transport, alors qu'aucun lien probant entre nouvelles infrastructures de transport et croissance économique ne peut être établi, ainsi que l'absence de propositions concrètes sur la manière de financer ces initiatives; demande que de vastes études d'incidence soient achevées avant que toute décision particulière d'investissement soit prise;

Welcomes the Growth Initiative, promoted by the Commission and endorsed by the European Council, on condition that it is turned into an instrument for sustainable development through investment in new energy-saving technologies and in human capital as the main source of innovation; is concerned at the focus on large transport infrastructure when no compelling evidence of a connection between new transport infrastructure and economic growth can be established; is also concerned at the fact that there are no concrete proposals on how these initiatives are to be financed; calls for extended impact assessments to be completed before individual investment decisions are made;
