In the context of the European Year of Cultural Heritage 2018, the Commission is today organising a High-Level Horizon 2020 Conference on Innovation and Cultural Heritage to present some of the most promising innovations to preserve and treasure Europe's cultural heritage for the next generations.

Since the objectives of this Decision, namely to enhance the European cultural area based on common cultural heritage (transnational mobility of cultural players in Europe, transnational circulation of works of art and cultural and artistic products and intercultural dialogue) cannot be sufficiently achieved by the Member States owing to their transnational character, and can therefore, by reason of the scale or effects of the action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.

Draws attention to the contradiction between the Commission's declared interest in European cultural networks and the lack of Community support for the operation thereof, without which they are unable to exist and function effectively; notes, further, that support at National level is not readily available for cultural projects with a strong European dimension and suggests that the Commission should review its guidelines in this area so as to enable the networks and their associated projects to be fully developed;
