IN-CONTEXT TRANSLATIONS

This report is being presented under Article 8 of Decision 508/2000/EC of 14 February 2000 establishing the Culture 2000 Programme (hereinafter the "Decision") [2], which establishes that no later than 31 December 2002 the Commission shall present to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions a detailed assessment report on the results of the Culture 2000 Programme, having regard to its objectives, and accompanied if necessary by a proposal for the amendment of the Decision.

12. se félicite de la réaction rapide du président du Comité des régions aux lacunes et irrégularités mises au jour; prend acte de la déclaration du président du Comité des régions prononcée devant la commission compétente le 4 novembre 2003, dans laquelle il reconnaît qu'une culture répandue du copinage a régné au Comité des régions en 2001 et dans laquelle il annonçait son intention de soumettre une proposition globale de réforme administrative du Comité des régions au bureau de ce dernier en février 2004; est d'avis que cette proposition devrait être élaborée avec l'appui actif d'un expert extérieur indépendant, par exemple un ancien membre de la Cour des comptes, et se félicite de l'engagement pris en ce sens par le secrétaire général f.f.; demande au Comité des régions de transmettre le texte de la proposition au Parlement européen dès que possible; est d'avis que la proposition doit comporter des garanties quant à la capacité de l'auditeur interne de s'acquitter de ses fonctions de manière professionnelle et indépendante, ainsi que l'engagement de mettre sa décision sur les enquêtes de l'OLAF en conformité avec le règlement de l'Office (CE) 1073/1999 ainsi qu'avec la décision de la Commission 1999/396/ECSC, Euratom sur les enquêtes de l'OLAF;

Welcomes the swift reaction on the part of the President of the Committee of the Regions to the shortcomings and irregularities detected; notes the statement made by the President of the Committee of the Regions before the competent committee on 4 November 2003, in which he acknowledged that there had been an "endemic culture of cronyism in the Committee of the Regions in 2001", and in which he announced his intention to submit an overall proposal for the administrative reform of the Committee of the Regions to its Bureau in February 2004; considers that this proposal should be drawn up with the active help of an independent outside expert, such as a former Member of the Court of Auditors, and welcomes the acting Secretary-General's undertaking to this effect; calls on the Committee of the Regions to forward the text of the proposal to the European Parliament as soon as possible; considers that such a proposal must include guarantees as to the ability of the Internal Auditor to carry out his duties in a professional and independent manner as well as a commitment to bring its decision on OLAF investigations into line with the OLAF Regulation (EC) 1073/1999 and the Commission decision 1999/396/EC. ECSC, Euratom on OLAF investigations;
