We trust that in exercising your responsibilities, you will take this fact into account and will find a means of expressing our position, our disappointment and our regret and opposition in this matter to the Cuban Government.

Notre position doit être qualitativement différente: face à la perspective d’un changement inévitable, nous devons aider le peuple cubain, soulager ses souffrances et ses besoins et entamer un dialogue constructif qui permettrait d’éviter que le changement ne s’apparente à une confrontation civile ou à une confrontation violente pour lui faire prendre au contraire la forme d’une transition pacifique sur la base du dialogue, de l’accord et de l’indépendance nationale de Cuba.
From a qualitative point of view, we must take a different position: in view of the prospect of inevitable change, to help the Cuban people, to alleviate their sufferings and their needs and to hold constructive dialogue in order to prevent the change from taking the form of civil confrontation or violent confrontation but, on the contrary, to take the form of peaceful transition based on dialogue, agreement and the national independence of Cuba.

As a group, our position is very clear: firstly, in the current context, we can only confirm that the Cuban authorities have not sent out the hoped-for signals with regard to improving human rights in the country.

We are consequently all the more disappointed and indignant, because the Cuban regime has betrayed and rejected our good faith and has dashed our hopes of seeing positive developments in the Cuban regime, expressed in particular through the attempt at openness made by a delegation at the beginning of the year and in the visit to Cuba made by Commissioner Nielson, also at the beginning of the year.

Je crois que nous devons fournir tous les efforts possibles et les répéter, premièrement pour présenter la position des institutions européennes - comme l’exprime très clairement cette résolution commune qui, je l’espère, sera approuvée aujourd’hui par le Parlement européen - et deuxièmement pour montrer notre collaboration et notre solidarité avec les opposants qui veulent un Cuba libre et démocratique et avec les activistes et les défenseurs des droits de l’homme, par l’intermédiaire des organisations non gouvernementales respectives, tout en affichant notre préoccupation particulière pour le dirigeant auquel nous avons attribué le prix Sakharov, M. I believe we must make every effort and continue to do so in order firstly to demonstrate the position of the European institutions – this is expressed very clearly in this joint resolution, which I hope will be approved by the European Parliament today – and secondly to demonstrate our cooperation and solidarity with the members of the opposition who wish to see a free and democratic Cuba, with the activists and defenders of human rights working through the respective non-governmental organisations, demonstrating our particular concern for the leader to whom we awarded the Sakharov Prize, Mr Oswaldo Payá, and in order to contribute to preventing, as far as possible, the suffering of the Cuban population, who are the main victims of the current situation.
