Having regard to Directive 2014/59/EU of the European Parliament and of the Council of 15 May 2014 establishing a framework for the recovery and resolution of credit institutions and investment firms and amending Council Directive 82/891/EEC, and Directives 2001/24/EC, 2002/47/EC, 2004/25/EC, 2005/56/EC, 2007/36/EC, 2011/35/EU, 2012/30/EU and 2013/36/EU, and Regulations (EU) No 1093/2010 and (EU) No 648/2012, of the European Parliament and of the Council , and in particular the third subparagraph of Article 45(17) thereof,

6. constate avec inquiétude que le taux d'annulation des crédits reportés de 2012 reste relativement élevé, avec 28 %, contre 45 % en 2012; reconnaît, au vu des informations transmises par l'Office, que celui-ci poursuivra ses efforts pour remédier au taux élevé d'annulations, en procédant à une analyse approfondie des montants reportés en fin d'exercice, ce qui devrait permettre de réduire le niveau global des reports;
6. Notes with concern that the level of cancelled carry-overs from 2012 remained relatively high at 28 % whereas in 2012, it stood at 45 %; acknowledges from the Office that the high level of cancellations will continue to be addressed by a thorough analysis of amounts carried over at the end of the year, which should diminish the overall carry-over levels;

Notes that the level of committed 2012 appropriations for the different titles varied between 90 % and 99 % of total appropriations, indicating that legal commitments were made in a timely manner; notes that the level of committed appropriations carried over to 2013 was high for title III (operating expenditure) as it amounted to EUR 1 500 000 (36 %); acknowledges that this was not due to delays in implementing the College’s 2012 annual work programme but mainly arose from the carry-over referred to in paragraph 6 and from the fact that costs relating to courses that were organised in the last months of 2012 under 2012 grant agreements were not due for reimbursement until the beginning of 2013;

The Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 45/2012 (N7-0114/2012 - C7-0356/2012 - 2012/2271(GBD)) in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.

1. Tout exploitant d’une installation fixe ayant reçu une allocation à titre gratuit ou une autorisation d’utiliser des crédits internationaux au cours de la période 2008-2012 est en droit d’utiliser des crédits internationaux au cours de la période 2008-2020 jusqu’à concurrence de la quantité autorisée pour la période 2008-2012, ou jusqu’à concurrence d’une quantité correspondant à 11 % au maximum de son allocation pour la période 2008-2012, la quantité la plus élevée étant retenue.
1. Each operator of a stationary installation which received a free allocation or an entitlement to use international credits in the period from 2008 to 2012 shall be entitled to use international credits during the period 2008 to 2020 up to the amount allowed in the period from 2008 to 2012, or to an amount corresponding to a maximum of 11 % of its allocation in the period from 2008 to 2012, whichever is the higher.
