I think the original concept of closed-door meetings, particularly when a committee had basically finished its inquiry and wanted to draft a report, was to allow the individuals around the table to articulate their positions without the political penalty that might come under the public glare of changing a position, of adopting a position that might be different from one's party's platform, or indeed of personal statements one may have made in public that, through the enlightenment of the inquiry, required joining in a different recommendation.
