8. déplore que ni la Commission, ni l'Union européenne ni le Conseil ACP n'aient réellement consulté les acteurs non étatiques au cours des mois précédant la signature de l'Accord de Cotonou révisé et veillé à ce qu'il soit tenu compte de leur avis; invite l'Union européenne et les autorités ACP à lancer un débat sur l'avenir des relations ACP-UE après 2020 et à associer à ce processus les acteurs non étatiques;

Regrets that the Commission, the EU and the ACP Council did not effectively consult non-state actors in the months preceding the signature of the Revised Cotonou Agreement and ensure their views would be taken into account; calls on the EU and ACP authorities to launch a debate on the future of ACP-EU relations post-2020 and to involve non-state actors in that process;

Comme il ressort des articles 18, 30 et 103 de l'accord, la révision devrait avoir comme objectif d'examiner la possibilité d'une libéralisation plus poussée des échanges commerciaux et de tenir compte dans l'accord CDC d'engagements internationaux récents, notamment de l'accord de Cotonou révisé, ainsi que de la Cour pénale internationale et de la lutte globale contre le terrorisme.
As implied in Articles 18, 30 and 103 of the Agreement, the purpose of the revision should be to examine possible further trade liberalisation and to bring the TDCA in line with recent international commitments, including the Revised Cotonou Agreement, the International Criminal Court and the global fight against terrorism.
