The annex to COTIF (the 'CIV Appendix' sets out in detail a number of passenger rights and obligations. The European rail undertakings themselves also signed a Charter in 2002 setting quality standards for passenger rail services. This agreement, however, is voluntary in nature and does not lead to any enforceable rights.
