39. apprécie la préalimentation du programme COSME; estime néanmoins que la préalimentation ne représente qu'une modification d'ordre symbolique (50 millions EUR pour 2014 et 2015, sur un total de 2 milliards EUR) par rapport à l'enveloppe globale du programme; souligne néanmoins que ceci ne mettra pas le programme à l'abri des coupes opérées par les chefs d'État et de gouvernement et fixées dans la ventilation indicative du CFP réalisée par la Commission (-15 %);
39. Appreciates the frontloading for COSME programme; considers however that the frontloading is a symbolic change (EUR 50 million for 2014 and 2015 out of EUR 2 billion) compare to the overall envelope of the programme; points however that this will not prevent the programme from the cuts made by the Heads of state and government and laid down in the indicative MFF breakdown made by the European Commission (-15 %);
