Notes that corruption and organised crime are widespread in the region and also represent an obstacle to Serbia’s democratic, social and economic development; notes that some progress has been made in the fight against corruption, which nevertheless remains an element of concern in Serbia, through continued implementation of legislation and the adoption of the law on whistle-blower protection; stresses the need to build a track record on investigations and final indictments on corruption, including high-level corruption and the need to coordinate and monitor the full implementation of the anti-corruption strategy as set out in the action plan for Chapter 23 in all key institutions; calls on the authorities to ensure that the Anti-Corruption Agency and Anti-Corruption Council are able to perform their mandate fully and effectively and that state institutions follow up on their recommendations; considers that a regional strategy and enhanced cooperation between all the countries in the region are essential to tackle these issues more effectively; calls on academic institutions, together with state authorities and public officials, to adopt rules in this area in order to investigate cases of plagiarism and prevent future cases;

In Eastern Europe and Central Asia, the current TACIS Regional Justice and Home Affairs Programme is focusing on three key areas: first, the development of a comprehensive border management, migration and asylum system in order to combat smuggling in illegal migrants and to reduce illegal migration flows (concrete actions include provision of border control equipment and training of border guards as well as strengthening the capacity of partner countries to administer legal migration and asylum matters); second, combating drug trafficking through the creation of a "filter system" between Afghanistan and the geographical areas along the "silk route"; third, the establishment of effective anti-corruption measures in the partner states aiming at adopting efficient legislation and developing suitable practices in the public service and in civil society for a sustained fight against corruption.

Pour faciliter la lutte contre la fraude, la corruption et toute autre activité illégale en vertu du règlement (UE, Euratom) no 883/2013, Europol adhère, pour le 30 octobre 2017 au plus tard, à l'accord interinstitutionnel du 25 mai 1999 entre le Parlement européen, le Conseil de l'Union européenne et la Commission des Communautés européennes relatif aux enquêtes internes effectuées par l'Office européen de lutte antifraude (OLAF) et arrête les dispositions appropriées qui s'appliquent à tout le personnel d'Europol, en utilisant le modèle figurant à l'annexe dudit accord.

In order to facilitate the fight against fraud, corruption and any other illegal activities under Regulation (EU, Euratom) No 883/2013, Europol shall, by 30 October 2017, accede to the Interinstitutional Agreement of 25 May 1999 between the European Parliament, the Council of the European Union and the Commission of the European Communities concerning internal investigations by the European Anti-Fraud Office (OLAF) and shall adopt appropriate provisions applicable to all employees of Europol, using the template set out in the Annex to that Agreement.

The essential aspects of the offence should therefore be defined and the penalties applicable to it laid down at European level.
