Believes that, in light of the increasing relevance of the BRICS and other emerging powers and the multipolar system of global governance that is taking shape, the G-20 could prove a useful and particularly appropriate forum for consensus building and for a decision-making process which is inclusive, based on partnership and able to foster convergence, including regulatory convergence; takes the view that, notwithstanding the increasing relevance of the G-20, the G-7 could play a key role as a consultative, coordinating and consensus-building forum for the established powers with a view to dialogue with the BRICS and other emerging powers, and ahead of G-20 meetings; considers that the existence of the G-8 should also be harnessed in an effort to reconcile positions with Russia so that common challenges can be addressed in a coordinated and effective manner; supports the G-20 parliamentary dimension and believes that it should be further consolidated and involved in the decision-making processes to ensure reinforced democratic dialogue and scrutiny; supports also the creation of a parallel G-20 consultative forum bringing together non-governmental organisations and leading representatives of civil society and business from G-20 states;

3. estime que le semestre européen, proposé pour la première fois dans la communication de la Commission de mai et juin 2010 et initialement basé sur un engagement non contraignant du Conseil, devrait être dûment intégré dans le cadre juridique de l'Union; estime qu'à ce titre, il devrait faire l'objet d'un contrôle démocratique complet et être doté d'une base juridique pertinente, sous la forme d'un règlement, en vertu de l'article 121, paragraphe 6, du traité FUE; se félicite du compromis qui a été trouvé au cours des négociations sur le paquet "gouvernance économique" avec ses composantes législatives et non législatives, notamment les dispositions sur le semestre européen intégrées dans le texte législatif du règlement modifiant le règlement (CE) n° 1466/97 relatif au renforcement de la surveillance des positions budgétaires ainsi que de la surveillance et de la coordination des politiques économiques; se félicite également des dispositions relatives au dialogue économique qui ont été intégrées dans le même règlement; souligne à cet égard que le nouveau mécanisme de coordination devrait, à l'avenir, faire l'objet d'une évaluation contraignante et régulière par le Parlement européen;

Is of the opinion that the European Semester, first proposed in the Commission’s Communication of May and June 2010 and initially based on a non-binding commitment of the Council, should be properly incorporated into the EU legal framework; as part of this it should be subject to full democratic scrutiny and be given a proper legal basis in the form of a regulation, in accordance with Article 121(6) of the TFEU; welcomes the compromise achieved during the negotiations of the economic governance package with its legislative and non-legislative components, in particular as regards the provisions on the European Semester incorporated into the legislative text of the regulation amending Regulation (EC) No 1466/97 on the strengthening of the surveillance of budgetary positions and the surveillance and coordination of economic policies; also welcomes the provisions on the Economic Dialogue incorporated into the same regulation; stresses that the new coordination mechanism should, in future, be subject to mandatory, regular evaluation by the European Parliament;
