Le règlement Phare sur la coopération transfrontalière prévoit que des comités mixtes de coopération élaboreront des documents communs de programmation dans une perspective pluriannuelle pour les régions frontalières entre les pays d'Europe centrale d'une part et entre ces pays et l'Union européenne d'autre part mais étant donné que le règlement Phare est principalement axé sur l'adhésion et la coopération avec les pays de l'Union européenne, aucune stratégie commune de ce type n'a été élaborée pour les frontières entre les pays Phare et les pays Tacis.

The Phare CBC regulation provides for Joint Cooperation Committees to prepare joint programming documents in a multiannual perspective for the border regions between central European States, and with the European Union, but since the Phare regulation is primarily geared towards accession and cooperation with EU States, no such joint strategy has been elaborated for borders between Phare and Tacis countries.

However, the Commission would like to point out that Article 6(2) of Regulation (EC) No 1080/2006 makes explicit provision for the possibility of including bilateral cooperation in transnational cooperation programmes between maritime regions not covered under the cross-border strand, with the same thematic priorities as those provided for cross-border cooperation.

Article 11 of Regulation (EC) No 1638/2006 requires that the Commission adopt implementing rules laying down specific provisions for the implementation of Title III ‘Cross-border Cooperation’ and that the matters covered by the implementing rules include issues such as the rate of co-financing, preparation of joint operational programmes, the designation and functions of the joint authorities, the role and function of the joint monitoring and selection committees and of the joint secretariat, eligibility of expenditure, joint project selection, the preparatory phase, technical and financial management of Community assistance, financial control and audit, monitoring and evaluation, visibility and information activities for potential beneficiaries.

[32] Le volet A (coopération transfrontalière) prévoit des activités visant notamment à favoriser le partage des ressources humaines et des installations dans un certain nombre de domaines afin d'augmenter la productivité et de contribuer à la création d'emplois durables.
