La Commission a continué à suivre étroitement les travaux du CES. The Commission continued to follow closely the work of the ESC, which adopted a number of opinions in the field of regional policy, including amendments to the general provisions on the Structural Funds (Mengozzi report), the integrated planning of coastal areas (Bento Gonçalves report) and European policy on cross-border cooperation and experience of the Interreg programme (Barros Vale report).

Among the multilateral agreements, special mention must be done to the Treaty signed on 27 May 2005 in Prüm on enhancing cross-border cooperation, in particular to combat terrorism, cross-border crime, and illegal immigration between seven Member States.

Several speakers described the achievements and problems of their city or region in the areas of sustainable development or cross-border cooperation; they included Mrs Sanchez Robles, from Eurocities, Mr Edmond Hervé, Mayor of Rennes, and Mr Krysztof Ostrowski, Polish Vice-President for International Affairs at Pultusk University.

Parmi les programmes communautaires consacrés à l'éducation et à la formation, le programme Jeunesse a été désigné comme convenant le mieux pour favoriser l'apprentissage et la coopération interculturels entre régions transfrontalières.
Amongst the Community education and training programmes, the YOUTH programme has been identified as the most appropriate to foster intercultural learning and co-operation among cross-border regions.
