En prélude au sommet prévu en Espagne en 2010, un dialogue sur les ST devrait être organisé sur les questions liées à la connaissance et à l'innovation afin d'avancer dans la mise en place d'un espace UE-ALC de la connaissance[3]. Le forum stratégique pour la coopération internationale (SFIC)[4], fondé récemment, peut utilement contribuer au renforcement de la coopération scientifique et technologique avec les pays d’Amérique latine et des Caraïbes.
In preparation for the Summit in Spain in 2010, a dialogue on ST should be held on issues of knowledge and innovation to make progess in developing an EU-LAC Knowledge Area.[3] The recently formed EU Strategic Forum for International Cooperation (SFIC)[4] can play a useful role in strengthening ST cooperation with LAC.

In addition, to complement this new development cooperation policy, new instruments should be introduced, as should measures such as gradually opening up EU markets in keeping with the objectives laid down in the association agreements; setting up a bi-regional solidarity fund; adopting a specific legislative framework to regulate the Union’s cooperation with LA according to a differentiated approach; widening the scope of EU vocational training, education, cultural, health, and migration-related programmes to enable the Latin American countries to benefit; promoting scientific and technical cooperation programmes and exchange programmes for scientists, engineers, and students; or supporting institutional and fiscal reform programmes.
