L'article 100 de l'accord de partenariat ACP-CE dispose que ses annexes Ia, Ib, II, III, IV et VI peuvent être révisées, adaptées et/ou amendées par décision du Conseil des ministres ACP-UE sur la base d'une recommandation du Comité de coopération ACP-UE pour le financement du développement.
Article 100 of the ACP-EC Partnership Agreement states that Annexes Ia, Ib, II, III, IV and VI to the ACP-EC Partnership Agreement may be revised, reviewed and/or amended by the ACP-EU Council of Ministers on the basis of a recommendation from the ACP-EU Development Finance Cooperation Committee.

La démarche exposée dans cette communication propose que, au 1er janvier 2008, le régime commercial applicable au titre de l'accord de partenariat ACP-CE devrait être remplacé par des arrangements pris en vertu d'un accord compatible avec les règles de l'OMC dont les négociations ont été conclues entre régions ou États ACP et la Communauté dans le contexte des négociations régionales en cours sur des APE.
The approach set out in the Communication proposes that, as of 1 January 2008, the trade regime applicable under the ACP-EC Partnership Agreement should be replaced by arrangements pursuant to any WTO-compatible agreement for which negotiations have been concluded between ACP Regions or States and the Community in the context of the ongoing regional Economic Partnership Agreement negotiations.

The Community contribution to the APRM should come from intra-ACP resources and be supplemented by contributions from Member States. The EU should be ready to respond to requests for financing and cover part of the APRM’s budget, thereby demonstrating firm political support for the process (and respect for the principle of ownership). The Community contribution should be aimed at covering the review process at the three levels cited above (regardless of support for reform in the countries via their national indicative programmes).
