A. whereas the VNP, located in the Provinces of North-Kivu and ‘Province Orientale’ of the DRC on the border with Rwanda and Uganda, is Africa’s oldest national park and a UNESCO World Heritage Site, and is globally renowned for its unique habitats and rich biodiversity, making it the most biodiverse park in Africa; whereas the park is, in particular, renowned for its mountain gorillas, a critically endangered species listed in Appendix I of the 1973 Convention on International Trade in Endangered Species (CITES);

In the light of the most recent scientific advice from ICES and in accordance with the international commitments in the context of the North East Atlantic Fisheries Convention (NEAFC), it is necessary to limit the fishing effort on certain deep-sea species.

Lors de sa réunion annuelle de 2010, la Commission des pêches pour le Pacifique occidental et central (WCPFC) a adopté une recommandation limitant le nombre de navires pratiquant activement la pêche du germon du Pacifique Sud dans la zone de la convention située au sud de 20° S. Par conséquent, il importe de faire en sorte que les navires de l’Union maintiennent leur activité sans cibler cette espèce dans la zone de la convention WCPFC située au sud de 20° S. Il convient donc de modifier le règlement (UE) no 40/2013 en conséquence.
At its Annual Meeting in 2010, the Western and Central Pacific Fisheries Commission (WCPFC) adopted a recommendation limiting the number of vessels actively fishing for south Pacific albacore in the Convention Area south of 20° S. Consequently, it should be ensured that Union vessels continue to operate without targeting that species in the WCPFC Convention Area south of 20° S. Regulation (EU) No 40/2013 should therefore be amended accordingly.

The area of application of the Convention (the Convention Area) comprises the area of the Pacific Ocean bounded by the coastline of North, Central, and South America and by the following lines:

20. considère que le programme visant à renforcer la protection des espèces et des habitats des eaux européennes (action 2) ne devrait pas se faire attendre jusqu'en 2005 et qu'une action européenne devrait contribuer à la création du réseau de zones maritimes protégées préconisé par le SMDD; note, parmi les mesures appropriées méritant un accueil favorable, les engagements en faveur de l'établissement d'un réseau représentatif de zones maritimes protégées bien gérées dans la mer du Nord d'ici à 2010 (déclaration de Bergen), dans la partie nord-est de l'océan Atlantique (y compris en haute mer) et dans la mer Baltique dans le cadre de la convention OSPAR et de la convention de Helsinki sur la protection du milieu marin de la mer Baltique (HELCOM) (future déclaration ministérielle commune OSPAR/HELCOM);
20. Considers that the programme aimed at enhancing the protection of species and habitats in European waters (Action 2) should not be awaited until 2005 and that European action should contribute to the establishment of the network of marine protected areas called for by WSSD; other appropriate measures worthy of recognition would include the commitments to the establishment of a representative network of well-managed marine protected areas in the North Sea by 2010 (Bergen Declaration) and the North East Atlantic Ocean (including on the high seas) and Baltic Sea in the context of the OSPAR Convention and the Helsinki Convention on the Protection of the Marine Environment of the Baltic Sea Area (HELCOM) (forthcoming Joint OSPAR/HELCOM Ministerial Declaration);
