L’initiative belgo-espagnole propose de le faire par décision (à l’unanimité) du Conseil, tandis que le rapport Deprez va plus loin en proposant que la convention soit transformée en "décision" du Conseil, de manière à ce qu’elle puisse être modifiée à tout moment et simplement par une majorité qualifiée du Conseil.
The Spanish/Belgian initiative suggests that this can be done by (unanimous) decision of the Council and the Deprez report goes even further with an alternative proposal to replace the convention with a Council "decision" so that the Council can amend it by qualified majority whenever it so chooses.

Ces trois propositions reposent principalement sur les articles 92 à 119 de la convention d'application de l'accord de Schengen, modifiée en dernier lieu par le règlement (CE) n° 871/2004 du Conseil et par la décision 2005/211/JAI du Conseil concernant l'attribution de certaines fonctions nouvelles au Système d'information Schengen, y compris dans le cadre de la lutte contre le terrorisme (les initiatives dites «initiatives espagnoles»).
The three proposals are mainly based on the content of Articles 92 – 119 of the Convention Implementing the Schengen Agreement as amended by the recently adopted Council Regulation (EC) No 871/2004 and Council Decision 2005/211/JHA on the introduction of new functions for the Schengen Information System including the fight against terrorism (the so-called “Spanish initiatives”).

2.4 Les suggestions faites par le Parlement européen dans le cadre du rapport, adopté le 13 novembre 2001, sur l'initiative conjointe belgo-suédoise visant à étendre le mandat d'Europol à toutes les formes graves de criminalité internationale énumérées à l'annexe de la convention Europol, ont également pour principal objectif de renforcer le contrôle que le Parlement exerce sur Europol.
2.4 The suggestions made by the European Parliament on the occasion of the report on the joint Belgian-Swedish initiative to extend Europol's mandate to all serious forms of crime listed in the Annex to the Europol Convention adopted on 13 November 2001 also mainly aims at increasing the control of the European Parliament over Europol.
