TRADUCTIONS EN CONTEXTE

15. se félicite de la ratification par l'Équateur des huit conventions fondamentales de l'OIT; insiste sur l'importance d'une ratification rapide et de l'application effective de toutes les conventions de l'OIT par l'Équateur et par tous les États membres de l'Union; regrette que l'Équateur n'ait pas encore ratifié la convention nº 129 de l'OIT et invite la Commission à soutenir les efforts consentis par l'Équateur pour faire avancer le processus de sa mise en œuvre effective; demande au gouvernement équatorien de se conformer aux recommandations du comité d'experts de l'OIT relatives à l'application des conventions nº 87 et nº 98 de l'OIT et souligne qu'il importe, dans un souci d'indépendance, d'efficacité et de respect des convictions, que les travailleurs puissent changer d'affiliation syndicale ou créer de nouveaux syndicats, et rappelle en particulier que l'OIT a demandé au gouvernement équatorien d'arrêter les mesures législatives nécessaires de sorte à se conformer aux dispositions de l'article 2 de la convention;
15. Welcomes the fact that Ecuador has ratified all eight fundamental ILO conventions; insists on the importance of swift ratification and effective implementation of all ILO conventions by Ecuador and all the EU Member States; regrets that Ecuador has not yet ratified ILO Convention 129, and calls on the Commission to support the efforts of Ecuador to progress in the effective application thereof; calls on the Ecuadorian Government to follow the recommendations of the ILO’s Committee of Experts for effective application of ILO Conventions 87 and 98 and emphasises the importance of the possibility for workers to be able to change or establish new trade unions, for reasons of independence, effectiveness and ideological affinity, and recalls in particular that the ILO has requested that the Ecuadorian Government take the legislative action necessary to comply with the provisions of Article 2 of the Convention;

34. Stresses that the social partners at national level should have been consulted or involved in the initial design of programmes; regrets the fact that the programmes designed for the four countries in some cases allow firms to opt out of collective bargaining agreements and to review sectorial wage agreements, which has direct consequences for the structure and values of collective bargaining arrangements set out in the respective national constitutions; notes that the ILO Expert Committee has requested that the social dialogue be re-established; condemns the undermining of the principle of collective representation, which puts into question the automatic renewal of bargaining agreements that, in some countries, is important, as a consequence of which the number of collective agreements in force has fallen substantially; condemns the cut in minimum wages and the freezing of nominal minimum wages; stresses that this situation is the consequence of having limited structural reforms involving only the deregulation of labour relations and wage cuts, which runs counter to the EU’s general objectives and the policies of the Europe 2020 strategy;

Calls for enhanced cooperation between the Council of Europe and the European Union in the field of promoting minority rights and protecting regional and minority languages; calls for the use of the legally binding conventions of the Council of Europe, such as the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages, and their well-functioning monitoring mechanism; urges consideration of the Convention's Advisory Committee's opinion on the measures taken by the reporting States and consideration of the reports of the Charter's Committee of Experts on the fulfilment of the States Parties' undertakings in the work of the EU institutions, and in particular during the accession process in respect of candidate countries;

[8] La 9e Conférence des Parties à la Convention des Nations unies sur la diversité biologique a créé un groupe d'experts technique ad hoc sur la diversité biologique et les changements climatiques, chargé de fournir des informations pertinentes en matière de biodiversité aux experts de la CCNUCC.
