I therefore believe it is crucial that every nation belonging to the convention should have a judge to explain the context of every appeal, just as I think it important that the European Parliament should have an informal body to coordinate information exchanges between Parliament and the Parliamentary Assembly of the Council, and that Parliament should also be consulted during the negotiation process.
