8. Reiterates the need to prohibit the use of white phosphorus or fuel air explosives as well as to stop the use of (depleted) uranium warheads and to start an initiative to insert the prohibition in Protocol III to the Convention on Certain Conventional Weapons (CCW) in order to support calls by the International Red Cross and other humanitarian organisations for a complete ban on phosphorus being used against human beings;

Let me conclude by mentioning that, in addition to its participation in the international framework of the CCW, the Commission, on a concrete and operational level through its activities related to APLs, is already providing an indirect but tangible contribution to the reduction of the threat posed by cluster bombs and other unexploded ordnance.

The scheme will be granted to beneficiaries who have taken on board the relevant international standards relating to sustainable development, including basic human rights conventions (agreements designed to uphold political and economic and social rights, combat torture and discrimination on grounds of race and gender, and protect women's and children's rights), labour rights conventions and certain conventions relating to environmental protection (e.g. conventions designed to combat trafficking in endangered species and to protect the ozone layer), as well as the various conventions relating to the fight against illegal drugs production and trafficking, which is of course an important development policy (see above).
