Congratulates the Committee on the work it has undertaken in relation to petitions received on issues related to disability, about which there has been a significant increase in 2013; notes the efforts which were made to ensure the successful launch of the EU framework under the terms of article 33 of the UN Convention on the Rights of Persons with Disability where the Petitions Committee was associated with the European Commission, the Fundamental Rights Agency and the European Disability Forum, and notes the willingness of the Committee to continue to support this activity; regrets that subsequently the involvement of the Petitions Committee within the UNCRPD Framework has been terminated and that it has been replaced by legislative committees which also have responsibility in this field, considers this latter decision to have been based on a misinterpretation of the functions attributed under the UNCRPD Framework;

This Directive should contribute to the fulfilment of the obligations and important commitments of the Community and the Member States under several relevant international agreements relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , including its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3, approved by Council Decision 2000/340/EC , the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC , and its amendments from 1996, approved by Council Decision 1999/801/EC .

4. La présente convention n’affecte pas l’application d’instruments d’une organisation régionale d’intégration économique partie à la présente convention, ayant été adoptés après la conclusion de la convention, en ce qui a trait aux matières régies par la convention, à condition que de tels instruments n’affectent pas, dans les rapports des États membres de l’organisation régionale d’intégration économique avec d’autres États contractants, l’application des dispositions de la convention.
(4) This Convention shall not affect the application of instruments of a Regional Economic Integration Organisation that is a Party to this Convention, adopted after the conclusion of the Convention, on matters governed by the Convention provided that such instruments do not affect, in the relationship of Member States of the Regional Economic Integration Organisation with other Contracting States, the application of the provisions of the Convention.

The Hague Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance (‘the Convention’) constitutes a good basis for a worldwide system of administrative cooperation and for recognition and enforcement of maintenance decisions and maintenance arrangements, providing for free legal assistance in virtually all child support cases and for a streamlined procedure for recognition and enforcement.

1. Au regard d’un État dans lequel deux ou plusieurs systèmes de droit ou ensembles de règles ayant trait aux questions régies par la présente convention s’appliquent dans des unités territoriales différentes:
(1) In relation to a State in which two or more systems of law or sets of rules of law with regard to any matter dealt with in this Convention apply in different territorial units:

Insists that the outcome of this process must be a legally binding Convention with an effective monitoring mechanism, similar to the six human rights conventions that have already been adopted by the UN, including the three specific Conventions on combating discrimination against children and women and racial discrimination; calls on EU Member States to agree to work towards this outcome and to help make the future Convention meaningful in even the poorest countries of the world by prioritising disabled people and their rights within EU and national development and cooperation policies;
