Aux partisans du statu quo, qui prétendent que ce principe démocratique n’est pas absent du troisième pilier, puisque les gouvernements agiraient sous le contrôle de leurs parlements nationaux, je souhaiterais clairement répondre ceci: quelqu’un peut-il sincèrement soutenir que le contrôle parlementaire national est suffisant pour assurer l’équilibre démocratique quand il s’agit d’adopter des décisions au niveau non d’une nation mais de l’Union?
To defenders of the status quo, who claim that this democratic principle is not absent from the third pillar because governments supposedly act under the supervision of their national parliaments, I should like to offer the following clear response. Can anyone sincerely maintain that national parliamentary supervision is sufficient to ensure democratic balance when decisions are adopted at EU, rather than national, level?
