19. invite la Belgique, la Finlande, la Grèce, l'Irlande, la Lettonie, la Lituanie et la Slovaquie à ratifier le protocole facultatif à la convention contre la torture, et ce en priorité; déplore le caractère très limité du soutien apporté au fonds spécial du protocole facultatif, géré par les Nations unies, et demande aux États membres et à la Commission d'appuyer le travail de ce fonds en versant des contributions volontaires substantielles; invite instamment le Service européen pour l'action extérieure (SEAE) et la Commission à intensifier les efforts qu'ils déploient pour faciliter, dans les pays tiers, la mise en place et le fonctionnement de mécanismes de prévention nationale au titre du protocole facultatif;

Calls on Belgium, Finland, Greece, Ireland, Latvia, Lithuania and Slovakia to ratify the Optional Protocol to the UN Convention against Torture (OPCAT) as a matter of priority; considers regrettable the very limited support provided to the UN-managed OPCAT Special Fund, and calls on the EU Member States and the Commission to support the Special Fund’s work through substantial voluntary contributions; urges the European External Action Service (EEAS) and the Commission to step up their efforts to facilitate the establishment and functioning of National Preventive Mechanisms under the OPCAT in third countries;

SE FÉLICITANT du succès que constitue la troisième reconstitution substantielle du Fonds pour l'environnement mondial (FEM), achevée le 7 août 2002 à Washington et qui a atteint un niveau record de 2,92 milliards de dollars américains, ainsi que des mesures annoncées par un certain nombre d'États membres de l'UE pour garantir le versement de contributions volontaires supplémentaires pour un total de 80 millions de dollars, permettant ainsi à la troisième reconstitution du FEM d'atteindre son objectif initial de 3 milliards de dollars, et NOTANT avec satisfaction l'augmentation des fonds ainsi mis à la disposition des activités relatives aux problèmes environnementaux mondiaux, tels que les changements climatiques;
WELCOMING the successful and substantial third replenishment of the Global Environment Facility, completed in Washington on 7 August 2002 with a historically high level amounting to USD 2.92 billion , as well as the announcement by a number of EU Member States to take action to ensure additional voluntary contributions totalling USD 80 million, allowing the third replenishment of the GEF to reach its original objective of USD 3 billion, and NOTING with satisfaction the increased level of funds which is thereby made available for activities addressing global environment problems, including climate change;
