1.14 considers that the fuller recognition of the local and regional dimension within the new architecture of the Union will both improve its effectiveness and its linkages with citizens: European integration should entail political decision-making where account is taken of the views of local and regional authorities, as it is these spheres of governance that are responsible for the transposition and implementation of a large proportion of EU legislation and policy, and are closest to the citizen so can therefore contribute substantially to the quality of Union legislation; [Article I-5] however states that consultation cannot substitute responsibility and accountability of regions and local authorities within their respective spheres of competence which have to be respected; they must be given the chance to prove that they can, according to the internal provisions of the respective Member State, sufficiently achieve the objectives of the intended action;

(19) Étant donné que les objectifs de l'action envisagée, qui concerne la contribution de la coopération européenne à une éducation de qualité, ne peuvent pas être réalisés de manière suffisante par les États membres par suite notamment du besoin de promouvoir les partenariats multilatéraux, la mobilité multilatérale et les échanges d'informations entre la Communauté et les pays tiers, et qu'ils peuvent donc, en raison de la dimension transnationale des actions et mesures communautaires, être mieux réalisés au niveau communautaire, la Communauté peut adopter des mesures conformément au principe de subsidiarité consacré par l'article 5 du traité.
(19) Since the objectives of the proposed action concerning the contribution of European cooperation to quality education cannot be sufficiently achieved by the Member States, inter alia, because of the need for multilateral partnerships and multilateral mobility and exchanges of information between the Community and third countries and can therefore be better achieved at Community level owing to the transnational dimension of Community actions and measures, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

(17) Conformément au principe de subsidiarité énoncé à l'article 5 du traité, les objectifs de l'action envisagée à titre de contribution communautaire à la lutte contre la discrimination ne peuvent pas être réalisés de manière suffisante par les États membres, en raison notamment de la nécessité de partenariats multilatéraux, d'un échange transnational d'informations et d'une diffusion à l'échelle communautaire des bonnes pratiques.
(17) In accordance with the principle of subsidiarity as defined in Article 5 of the Treaty, the objectives of the proposed action concerning the contribution of the Community to combating discrimination cannot be sufficiently achieved by the Member States because, inter alia, of the need for multilateral partnerships, the transnational exchange of information and the Community-wide dissemination of good practice.

5. considère que la réforme de la PCP doit tenir compte de trois aspects: la pêche hauturière et la grande pêche, qui, sans préjudice de leur contribution au développement des zones littorales, doivent être envisagées comme des activités visant à approvisionner le marché communautaire dans les matières premières qu'il plébiscite, la petite pêche ou pêche côtière artisanale, dont la visée prioritaire est le maintien de l'activité socio-économique dans les régions fortement dépendantes de la pêche, et l'aquaculture, pilier majeur de la PCP, qui contribue progressivement à satisfaire la demande croissante en produits de la pêche sur le marché de la Communauté;
5. Considers that reform of the common fisheries policy should take into account three aspects: first, deep sea fishing, which, in addition to the contribution it can make to the development of coastal areas, should be seen as a commercial activity designed to provide the Community market with the raw materials it requires, second, small-scale, artisanal coastal fishing, where the main focus should be on maintaining socio-economic activity in regions highly dependent on fisheries, and third, aquaculture, an important pillar of the CFP which is increasingly helping to meet the growing demand for fishery products on the Community market;

(14) conformément au principe de subsidiarité et au principe de proportionnalité énoncés à l'article 5 du traité, puisque les objectifs de l'action envisagée, qui concerne la contribution de la coopération européenne à une éducation de qualité, ne peuvent pas être réalisés de manière suffisante par les États membres en raison notamment du besoin de promouvoir les partenariats multilatéraux, la mobilité multilatérale et les échanges d'informations au niveau communautaire, ils peuvent donc, en raison de la dimension transnationale des actions et mesures communautaires, être mieux réalisés au niveau communautaire; la présente décision n'excède pas ce qui est nécessaire pour atteindre ces objectifs.
(14) in accordance with the principles of subsidiarity and proportionality as defined in Article 5 of the Treaty, since the objectives of the proposed action concerning the contribution of European cooperation to quality education cannot be sufficiently achieved by the Member States, inter alia, because of the need for multilateral partnerships, multilateral mobility and Community-wide exchanges of information, they can therefore be better achieved by the Community owing to the transnational dimension of the Community actions and measures; this Decision does not go beyond what is necessary to achieve those objectives.
