10. est convaincu que l'absence d'une prise en compte suffisante de la grande diversité des niveaux de développement économique et des besoins particuliers entre pays en développement peut constituer un obstacle à l'adoption de mesures efficaces qui bénéficient à ces pays, conformément à l'objectif affiché du cycle de négociations de Doha, et nuit aux pays en développement qui en ont le plus besoin; demande instamment aux pays en développement les plus avancés de prendre leur part de responsabilité dès le cycle actuel et d'apporter une contribution proportionnelle à leur niveau de développement et à leur compétitivité sectorielle; rappelle en outre combien il importe d'avoir recours à des critères efficaces de différenciation, en ne prenant pas seulement en considération la croissance du PNB, mais aussi des indicateurs tels que l'indice de vulnérabilité économique et l'indice Commerce et Développement;

Is convinced that the failure to take into account sufficiently the widely varying economic development levels and specific needs between developing countries, could be an obstacle to adopting effective measures to benefit these countries in accordance with the stated objective of the Doha Round and is to the detriment of those developing countries that are most in need; urges advanced developing countries to take their share of responsibility already during the current round and to make contributions commensurate with their level of development and sectoral competitiveness; stresses, moreover, the importance of using effective criteria to differentiate, by not only taking into account GNP growth, but also indicators such as the economic vulnerability index and the trade and development index;

Where the European political party is no longer registered in the Register referred to in Article 7 of Regulation (EU, Euratom) No 1141/2014 or has been the subject of any of the penalties provided for in Article 27 of that Regulation, the authorising officer responsible may suspend, reduce or terminate the contribution and recover amounts unduly paid under the contribution agreement or decision, in proportion to the seriousness of the errors, irregularities, fraud or other breach of obligations related to the use of contribution, after the European political party has been given the opportunity to present its observations.
