2. Member States shall designate bodies to be responsible for the management and control of the actions supported by the EGF in accordance with Article 59(3) of the Financial Regulation and with the criteria and procedures laid down in Regulation (EU, Euratom) No ./ Those designated bodies shall provide the Commission with the information set out in Article 59(5) of the Financial Regulation on the implementation of the financial contribution when submitting the final report referred to in Article 18 of this Regulation.

4. Lorsque les crédits sont mis à disposition par le Parlement européen et le Conseil, la Commission adopte une décision, par la voie d’un acte d’exécution, octroyant la contribution financière du Fonds et verse cette contribution financière immédiatement et en une seule fois à l’État bénéficiaire.

Once the appropriations are made available by the European Parliament and the Council, the Commission shall adopt a decision, by means of an implementing act, awarding the financial contribution from the Fund and shall pay that financial contribution immediately and in a single instalment to the beneficiary State.

Si la Commission décide d’octroyer une contribution financière du Fonds sur la base d’une demande reçue après le 28 juin 2014 pour une catastrophe naturelle relevant du champ d’application du présent règlement, elle peut rejeter une nouvelle demande de contribution financière relative à une catastrophe naturelle de même nature ou réduire le montant à accorder lorsque l’État membre fait l’objet d’une procédure d’infraction et que la Cour de justice de l’Union européenne a rendu un jugement définitif selon lequel l’État membre concerné n’a pas appliqué la législation de l’Union en matière de prévention et de gestion des risques de catastrophes directement afférente à la nature de la catastrophe naturelle subie.
If the Commission decides on a financial contribution from the Fund based on an application received after 28 June 2014 for a natural disaster falling under the scope of this Regulation, it may reject a further application for a financial contribution relating to a natural disaster of the same nature or reduce the amount to be made available where the Member State is the subject of infringement proceedings and the Court of Justice of the European Union has delivered a final judgment that the Member State concerned has failed to implement Union legislation on disaster risk prevention and management, which is directly linked to the nature of the natural disaster suffered.

Recalls that, unlike other structural funds, the specificity of the ESF is that it is closely linked to the target groups it supports and that it needs to be shaped in a way that allows for many small-scale, locally based projects; calls for the Member States to be required to pass on funding to projects immediately, so as to rule out problems for smaller beneficiaries; calls on the Commission and the Member States to ensure flexibility in the financial implementation of programmes, to take the principle of proportionality regarding time and efforts and financial contribution into account when fixing control and audit obligations, and to simplify procedures and reduce excessive administrative costs and any obstacles, for the benefit of the projects and the potential beneficiaries, thereby making the ESF better able to contribute to achieving the EU’s objectives for growth and job creation; calls on the Commission to increase the choice for management authorities and beneficiaries as regards financing options and to propose the possibility of standard cost options alongside traditional accounting;

La contribution financière de la Norvège est adaptée conformément à la présente annexe lorsque la contribution financière de l'UE inscrite au budget général de l'UE, telle qu'elle est définie à l'article 33, paragraphe 3, point a), du règlement, est augmentée en application de l'article 26, 27 ou 41 du règlement (UE, Euratom) no 966/2012 du Parlement européen et de Conseil du 25 octobre 2012 relatif aux règles financières applicables au budget général de l'Union et abrogeant le règlement (CE, Euratom) no 1605/2002 du Conseil .
Norway's financial contribution shall be adapted in accordance with this Annex when the financial contribution from the EU entered in the general budget of the EU as defined in Article 33 (3) (a) of the Regulation is increased pursuant to Articles 26, 27 or 41 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 .
