La présente directive prend pleinement en compte et amplifie la contribution déjà apportée par le SEAE et par les délégations de l'Union, en particulier durant les situations de crise, conformément à la décision 2010/427/UE du Conseil , et en particulier son article 5, paragraphe 10.
This Directive fully recognises, and further enhances, the contribution already provided by the EEAS and by Union delegations, in particular during crisis situations, in accordance with Council Decision 2010/427/EU , in particular Article 5(10) thereof.

16. se félicite de la contribution essentielle apportée par l'opération Atalanta aux efforts visant à combattre la piraterie et à améliorer la sécurité maritime au large des côtes somaliennes; insiste sur le rôle joué par cette opération dans la protection des navires affrétés par le programme alimentaire mondial pour acheminer l'aide destinée à la Somalie et d'autres navires vulnérables, ainsi que les opérations de ravitaillement de l'AMISOM; salue la décision du Conseil du 23 mars 2012 qui prolonge l'opération Atalanta jusqu'en décembre 2014 et élargit sa mission pour cibler les bases opérationnelles des pirates à terre; invite instamment les États membres à s'assurer que l'opération Atalanta peut compter sur une flotte appropriée de navires de surveillance et de patrouille, puisque les progrès actuels dans la lutte contre la piraterie sont réversibles, ainsi que la communauté internationale sur les moyens de poursuivre les pirates ainsi que leurs bailleurs de fonds et leurs réseaux, tout en reconnaissant que, jusqu'à présent les mesures les plus efficaces contre la piraterie ont été les dispositifs de protection à bord des navires mis en place par les compagnies maritimes; se réjouit, à cet égard, des appels lancés récemment par le secteur maritime en faveur d'une réglementation des compagnies privées de sécurité maritime; invite l'Organisation maritime internationale, les gouvernements des États de pavillon et le secteur maritime à collaborer en vue d'élaborer encore et de mettre en œuvre des normes claires, cohérentes et applicables, agrées au niveau international, concernant le recours à des forces de sécurité armées privées à bord des navires; demande aux sociétés privées de sécurité maritime d'agir en stricte conformité avec ces normes;
16. Welcomes the important contribution made by EU-NAVFOR Operation ATALANTA in the effort to fight piracy and improve maritime security off the coast of Somalia; underlines its role in protecting World Food Programme chartered vessels delivering aid to Somalia and other vulnerable vessels, as well as supplies to AMISOM; welcomes the Council decision of 23 March 2012 prolonging EU-NAVFOR Atalanta to December 2014 and extending its mandate to target the operational bases of pirates onshore; urges the Member States to ensure that EU-NAVFOR ATALANTA is properly supported with adequate surveillance and patrol ships, since the current gains in the fight against piracy are reversible, as well as with the means for the international community to pursue pirates and their financiers and networks, recognising that the most effective counter-piracy measures have in fact been the on-board vessel protection measures introduced by shipping companies; welcomes, in this context, the recent calls from the maritime industry for the regulation of private maritime security companies, and calls on the International Maritime Organisation, flag states and the maritime industry to work together in order to further develop and implement clear, consistent and enforceable internationally agreed standards regarding the use of privately contracted armed security personnel on board ships, and for private maritime security companies to act in strict adherence with those standards;
