13. regrette qu'il n'existe pas d'obligation officielle de compte rendu et salue la volonté de la Commission de se procurer auprès des États membres des informations sur le recours actuel aux instruments d'ingénierie financière dans le cadre du Fonds européen de développement régional (FEDER); salue le rapport synthétisant les informations réunies par la Commission sur les instruments d'ingénierie financière mis en place par les États membres grâce aux contributions du FEDER au 31 décembre 2010 (rapport de synthèse sur les instruments d'ingénierie financière), lequel rapport a été transmis à la commission du contrôle budgétaire du Parlement; relève que des instruments d'ingénierie financière d'une dotation globale de quelque 8 100 000 000 EUR ont été mis en place et qu'à la fin de 2010, ils avaient bénéficié de quelque 5 200 000 000 EUR des programmes opérationnels 2007-2013 (rapport annuel, point 4.32);

Deplores the absence of formal reporting requirements and acknowledges the Commission's efforts in receiving information on the current use of FEIs from the Member States in the context of the European Regional Development Fund (ERDF); welcomes the synthesis report of the information gathered by the Commission on ‘Financial Engineering Instruments Implemented by Member States with ERDF Contributions - situation as at 31 December 2010’ (Synthesis Report on FEIs) as submitted to Parliament's Committee on Budgetary Control; notes that FEIs with a total commitment of approximately EUR 8 100 000 000 have been created and have received payments of approximately EUR 5 200 000 000 from 2007-2013 operational programmes by the end of 2010 (Annual Report, point 4.32);

62. salue les possibilités créées par les dispositions du règlement (UE) n° 437/2010 du Parlement européen et du Conseil du 19 mai 2010, prévoyant l'allocation de jusqu'à 3 % de la contribution du FEDER à des programmes spécifiques, ou 2 % de la contribution totale à la réhabilitation de logements pour les communautés marginalisées; regrette que, jusqu'à présent, aucun plan opérationnel n'ait été modifié pour redéfinir les priorités en faveur de la question du logement de la population rom; demande aux États membres d'utiliser rapidement et entièrement cette nouvelle opportunité dans le cadre des Fonds structurels afin de renforcer les perspectives de véritable insertion sociale; invite la Commission à présenter un plan d'action spécifique relatif à ce règlement afin d'accélérer l'utilisation de ces fonds et recommande la préparation d'un rapport de la Commission sur cette utilisation; en outre, invite les États membres à faire pleinement usage des possibilités de synergie entre le FEDER, le FSE et le FEADER pour le développement de programmes en faveur de l'intégration des Roms;
62. Welcomes the opportunity created through the provisions of Regulation (EU) No 437/2010 of the European Parliament and of the Council of 19 May 2010, providing up to 3% of the ERDF allocation to specific programmes or 2% of the overall allocated budget for the rehabilitation of housing for the benefit of marginalised communities; regrets that no operational plans have so far been changed to reprioritise housing of the Roma population; calls on Member States to make quick and full use of this new opportunity within the framework of the Structural Funds in order to strengthen the prospects of effective social inclusion; calls on the Commission to come forward with a specific action plan on this Regulation to speed up the use of the funds and recommends the preparation of a Commission report on their utilisation; furthermore, calls on the Member States to make effective use of the potential for interaction between the ERDF, the ESF and EAFRD in developing programmes for Roma integration;
