À la suite de l'entrée en vigueur du traité entre le Royaume de Belgique, la République fédérale d'Allemagne, le Royaume d'Espagne, la République française, le Grand-Duché de Luxembourg, le Royaume des Pays-Bas et la République d'Autriche relatif à l'approfondissement de la coopération transfrontalière, notamment en vue de lutter contre le terrorisme, la criminalité transfrontalière et la migration illégale («traité de Prüm»), la présente initiative est présentée, en concertation avec la Commission européenne et conformément aux dispositions du traité sur l'Union européenne, dans le but d'intégrer, en substance, les dispositions du traité de Prüm dans le cadre juridique de l'Union européenne.
Following the entry into force of the Treaty between the Kingdom of Belgium, the Federal Republic of Germany, the Kingdom of Spain, the French Republic, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands and the Republic of Austria on the stepping up of cross-border cooperation, particularly in combating terrorism, cross-border crime and illegal migration hereinafter (Prüm Treaty), this initiative is submitted, in consultation with the European Commission, in compliance with the provisions of the Treaty on European Union, with the aim of incorporating the substance of the provisions of the Prüm Treaty into the legal framework of the European Union.

Le présent rapport traite de l'initiative de la Commission et de l'initiative française relative à la protection de l'euro contre le faux monnayage.
This report deals with the Commission initiative and the French initiative on the protection of the euro against counterfeiting.

Permettez-moi un dernier commentaire : comme prévu dans les conclusions de Tampere et dans le scoreboard de la Commission, nous avons présenté une proposition de décision-cadre relative à la lutte contre le trafic d'êtres humains, c'est pourquoi nous voudrions que le travail conjoint du Conseil, du Parlement et de la Commission montre clairement qu'il n'y a pas superposition, mais plutôt complémentarité, entre l'initiative française et les deux décisions-cadres présentées par la Commission.
I wish to make one final comment, which is that, in line with the Tampere conclusions and the Commission ‘scoreboard’, we have presented a proposal for a framework decision on combating the trafficking of human beings. We would therefore like the joint work of the Council, Parliament and the Commission to show clearly that there is no overlap between the French initiative and the two framework decisions presented by the Commission, but rather complementarity.

L'adoption de ce rapport et l'initiative française contribueront sans aucun doute à la lutte contre le blanchiment d'argent.
The adoption of this report and the French initiative will undoubtedly assist in the fight against money laundering.

Par ailleurs, à la lumière de la présentation en juillet 2001 du "programme national de prévention et lutte contre la pauvreté et l'exclusion sociale" et afin de renforcer le caractère intégré du PAN/incl , il s'avère indispensable d'assurer un suivi soutenu par des indicateurs appropriés et une mise en oeuvre conjoints du PAN/incl et de l'ensemble des différents programmes et initiatives que les autorités françaises adopteront en matière d'inclusion sociale.
