In general terms, the Council: - stresses the need for the utmost vigour in waging war on fraud, which damages the Community's financial interests as well as the credibility and effectiveness of the policies pursued; - considers that this ongoing task, covering both expenditure and revenue, is inconceivable without close cooperation between the Commission and the Member States, in clear compliance with their respective spheres of responsibility; - points to the decisive role here of the Advisory Committee for the Coordination of Fraud Prevention; - in the same spirit, supports the Commission's steps to develop its liaison with the competent authorities in the Member States, in order to place action against all forms of crime and organized financial misconduct within the appropriate international context, in the course of combating fraud; - considers that, in a commendable attempt to be exhaustive, the Commission's annual report for 1994 describes progress in all areas of the fight against fraud.

Comme commissaire responsable de la justice et des affaires intérieures, je voudrais féliciter et rendre publiquement hommage au député et président de la commission des libertés publiques du Parlement européen. Son effort et son nom resteront associés à cette initiative de grande portée politique qu’est la lutte contre le terrorisme et contre la criminalité dans l’Union européenne.
As Commissioner responsible for Justice and Home Affairs, I wish to congratulate and pay public tribute to Mr Watson, the Chairman of Parliament’s Committee on Citizen’s Freedoms and Rights, Justice and Home Affairs, whose efforts and name will always be associated with this initiative of enormous political scope; the fight against terrorism and against crime in the European Union.

On the other hand, I have to say how much we regret that the Council and, especially, the Commission, have put us in such a difficult position. They have presented us with a text which, as originally drafted, bypassed Parliament and denied us the right to exercise our responsibilities as a budgetary authority. No account was taken of Parliament’s repeated statements on the need for much more energetic action in the context of a global strategy to fight against poverty, and, in particular, against AIDS, tuberculosis and malaria. I refer, in particular, to the report by Bashir Khanbhai, who is with us today.
