TRADUCTIONS EN CONTEXTE

Un programme de communication couvrant la période 2001-2006 a été préparé afin de définir l'information à fournir aux différents groupes cibles de l'ISPA. Ce programme insistait sur l'importance d'expliquer les procédures durant la première année et de faire connaître les résultats à partir de 2002. Il sera mis en oeuvre au moyen de contrats cadres que la Commission (DG Politique régionale) a conclus au début de 2002 et de contrats restant à conclure concernant l'exécution d'activités d'information et de communication pour les différents fonds relatifs à la cohésion économique et sociale (Fonds européen de développement régional, Fonds de cohésion et ISPA).
A 2001-2006 communication programme was prepared outlining the information to be provided to the different target groups for ISPA. It specified the importance to explain the procedures during the first year and to show results from 2002 on. It will be implemented by using the framework contracts that the Commission (DG Regional Policy) concluded early in 2002 and contracts still to be concluded for carrying information and communication activities in relation to different funds related tot he economic and social cohesion (the European Regional Development Fund, the Cohesion Fund and ISPA).

4. Les États membres veillent à ce que, si un consommateur a contracté un prêt en monnaie étrangère, le prêteur avertisse régulièrement le consommateur, sur papier ou sur un autre support durable, au moins lorsque la valeur du montant total restant dû payable par le consommateur ou des versements réguliers varie de plus de 20 % de ce qu’elle serait si le taux de change entre la monnaie du contrat de crédit et la monnaie de l’État membre applicable au moment de la conclusion du contrat de crédit était appliqué.
4. Member States shall ensure that where a consumer has a foreign currency loan, the creditor warns the consumer on a regular basis on paper or on another durable medium at least where the value of the total amount payable by the consumer which remains outstanding or of the regular instalments varies by more than 20 % from what it would be if the exchange rate between the currency of the credit agreement and the currency of the Member State applicable at the time of the conclusion of the credit agreement were applied.

4. For credit agreements for which a fixed borrowing rate is agreed in relation to the initial period of at least five years, at the end of which a negotiation on the borrowing rate takes place to agree on a new fixed rate for a further material period, the calculation of the additional, illustrative APRC disclosed in the ESIS shall cover only the initial fixed rate period and shall be based on the assumption that, at the end of the fixed borrowing rate period, the capital outstanding is repaid.
