4. The Commission shall be empowered to adopt delegated acts in accordance with Article 210 concerning detailed rules on the further definition and scope of public and concession contracts, on applicable nomenclature by reference to the “Common Procurement Vocabulary”, on mixed contracts, on economic operators, as well as on framework contracts and specific contracts based thereon, covering the maximum duration of framework contracts and the award of and methods for implementing specific contracts based on framework contracts concluded with a single economic operator or with several economic operators, respectively’.

Sans préjudice de l’article 21, des informations relatives à la valeur et aux contractants de contrats spécifiques fondés sur un contrat-cadre au cours d’un exercice donné sont publiées sur le site internet du pouvoir adjudicateur au plus tard le 30 juin qui suit la fin de cet exercice, si, à la suite de la conclusion d’un contrat spécifique ou en raison du volume cumulé des contrats spécifiques, les seuils visés à l’article 170, paragraphe 1, sont dépassés.
Without prejudice to Article 21, information relating to the value and contractors of specific contracts based on a framework contract during a financial year shall be published on the internet website of the contracting authority no later than 30 June following the end of that financial year if, as a result of the conclusion of a specific contract or of the aggregate volume of the specific contracts, the thresholds referred to in Article 170(1) are exceeded.
