By unanimous consent, it was ordered, That, pursuant to the Memorandum of Agreement between the Speaker of the House of Commons and the National Archivist of Canada dated June 8, 1993, all documents presented to a committee of the House of Commons sitting in camera and any other documents so designated by the Speaker which have been or will be deposited in the National Archives of Canada for safekeeping, including any such records deposited prior to the date of the Memorandum of Agreement, shall be identified as Secret Records; That, Secret Records shall not be made available by the Archivist to any person for a period of thirty (30) years from the close of the Parliamentary session in which the Secret Records were created, unless the House of Commons or one of its committees directs otherwise; and That, twelve (12) months before the expiry of the thirty (30) year delay, the Archivist will inform the Speaker that unless the Speaker directs otherwise, the secret documents will be made public according to the terms of aforementioned Memorandum of Agreement.

Here the Commission intends to maintain close contacts with Member States in developing information market policy with the aim of : - avoiding any divergent tendencies which would be contrary to the interests of the Member States; - avoiding unnecessary duplication of effort; - helping the formulation of convergent information market policies at national and Community level.

LE CONSEIL DEMANDE AUX ETATS MEMBRES ET A LA COMMISSION, DANS LE CADRE DE LEURS COMPETENCES RESPECTIVES : 15. d'examiner le problème de la diffusion de données illégales contraires à l'ordre public et à la moralité par l'intermédiaire des réseaux électroniques ; 16. d'élaborer des mesures cohérentes visant à assurer l'intégrité et l'authenticité des documents transmis sous forme électronique ; 17. de favoriser les négociations relatives à l'Accord sur les technologies de l'information en vue de futurs accords multilatéraux ; 18. d'assurer une coopération et une coordination étroites entre les différents programmes et activités dans le domaine des technologies de l'information et des communications ; 19. de mieux coordonner leurs initiatives respectives concernant la société de l'information afin de porter les avantages potentiels à leur maximum, et demande à la Commission de faire rapport périodiquement sur ces initiatives pour promouvoir la complémentarité des activités.
III. THE COUNCIL REQUESTS MEMBER STATES AND THE COMMISSION, WITHIN THEIR RESPECTIVE COMPETENCIES, TO 15. look into the problem of the distribution of illegal material adversely affecting public order and morality over electronic networks; 16. prepare consistent measures to ensure integrity and authenticity of electronically transmitted documents; 17. promote negotiations on the Information Technology Agreement with a view to future multilateral agreements; 18. secure close cooperation and coordination between the different programs and activities in the area of ICT; 19. better coordinate their respective initiatives on the information society in order to maximize the potential benefits, and requests the Commission to report on these initiatives on a regular basis to promote complementarity between activities.
