La décision 2005/953/CE du Conseil du 20 décembre 2005 relative à la conclusion de l’accord sous forme d’échange de lettres entre la Communauté européenne et la Thaïlande conformément à l’article XXVIII du GATT 1994 relatif à la modification des concessions prévues, en ce qui concerne le riz, sur la liste communautaire CXL annexée au GATT 1994 (5) prévoit l’ouverture d’un nouveau contingent d’importation annuel global de 13 500 tonnes de riz semi-blanchi ou blanchi du code NC 1006 30 à droit zéro ainsi que l’augmentation à 100 000 tonnes du contingent d’importation annuel global de brisures de riz du code NC 1006 40 00.
Council Decision 2005/953/EC of 20 December 2005 on the conclusion of an agreement in the form of an Exchange of Letters between the European Community and Thailand pursuant to Article XXVIII of GATT 1994 relating to the modification of concessions with respect to rice provided for in EC Schedule CXL annexed to GATT 1994 (5) provides for the opening of a new global annual import quota of 13 500 tonnes of semi-milled or wholly milled rice falling within CN code 1006 30 at zero duty and an increase in the annual import quota for broken rice falling within CN code 1006 40 00 to 100 000 tonnes.

considérant qu'il importe cependant, afin de garantir la compatibilité du mode de répartition retenu avec le traité et, en particulier avec le caractère commun de la politique commerciale commune, d'instituer un mécanisme correcteur assurant l'importation directe dans les États membres dont la quote-part est déjà épuisée, aussi longtemps que le contingent global communautaire ne l'est pas;
Whereas, to ensure that the chosen method of allocation is compatible with the Treaty and in particular with the spirit of the common commercial policy, a corrective mechanism is needed to guarantee direct imports to Member States whose quotas are exhausted as long as the global Community quota is not;

considérant que le règlement (CEE) no 2227/93 de la Commission (2) a institué un contingent quantitatif communautaire global de 60 000 tonnes à l'importation de l'aluminium sous forme brute relevant des codes NC 7601 10 00 et 7601 20 10 originaire d'Arménie, Azerbaïdjan, Bélarus, Géorgie, Kazakhstan, Kirghistan, Moldova, Russie, Tadjikistan, Turkménistan, Ouzbékistan, Ukraine, Estonie, Lettonie et Lituanie; que des raisons techniques et administratives ont conduit la Commission à écarter une gestion strictement communautaire du contingent et à prévoir une répartition entre les États membres de ce contingent en fonction des courants traditionnels des échanges conformément à la procédure prévue à l'article 11 du règlement (CEE) no 1023/70;
Whereas Commission Regulation (EEC) No 2227/93 established a global quantitative Community quota of 60 000 tonnes for imports of unwrought aluminium falling within CN codes 7601 10 00 and 7601 20 10 originating in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, Estonia, Latvia and Lithuania (2), whereas for technical and administrative reasons, the Commission decided against administering the quota solely at Community level and instead provided for it to be distributed among the Member States on the basis of traditional trade flows, in accordance with Article 11 of Regulation (EEC) No 1023/70;

In return, Hungary undertakes to improve access to its markets for Community businesses, particularly by : a) applying its import licence system on a non-discriminatory basis, b) administering its overall quota for consumer goods on a non- discriminatory basis, c) ensuring non-discriminatory treatment of Community firms with regard to procedures for the award of contracts, d) assisting Community firms with practical matters, such as office rental, recruting staff, importing furniture and so on, e) providing legal protection of intellectual property in compliance with international conventions.
